USAID’s Sajedhari - Support to Federalism (STF), is to provide technical assistance to the Government of Nepal (GoN) in transition to federalism with more effective, accountable, responsive and inclusive local governance. One of the key objectives of the STF is to promote inclusive citizen participation in local decision making and public oversight.

LOCATION: Kathmandu

POSITION RESPONSIBILITIES: 

  • Operationalize policy development activities relevant to federalization in conjunction with the Chief of Party and Deputy Chief of Party; other component leaders; government representatives at the national, provincial and local levels; civil society organizations and other stakeholders
  • Provide technical leadership on federalization policy issues such as revenue assignment, intergovernmental transfers, conflict mediation, and oversight mechanisms
  • Supervise full-time staff and short-term experts supporting the management and implementation of federalization policy activities
  • Provide quantitative and qualitative inputs to Monitoring, Evaluation, and Learning (MEL) Director regarding the implementation of federalization policy development activities
  • Provide inputs regarding federalization policy development activities to quarterly and annual reports and presentations to USAID, the Ministry of Federal Affairs and General Administration (MoFAGA), relevant parliamentary committees and provincial and local governments

QUALIFICATIONS:

  • Bachelors Degree (Masters preferred) in public policy, government administration, economics, law or other relevant fields
  • 8 years of relevant professional experience in government administration and/or public policy as technical advisor, project manager or consultant
  • Demonstrated success as civil servant, liaison or advisor to the government on federalization, decentralization, devolution or similar governance issues
  • Successful track record managing fulltime and short-term technical staff in the implementation of policy development activities or initiatives
  • Successful track record in donor-funded project reporting
  • Experience in implementing USAID or other donor-funded projects is highly desirable
  • Excellent writing, computer, management, and organizational skills
  • Strong interpersonal skills and communication skills, initiative, and good judgment
  • Ability to anticipate and solve problems
  • Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy
  • Fluency in English and Nepalese required
  • Experience in Nepal highly desired
