Role Overview Summary

As a People and Organization Development (OD) Officer, you will provide high quality People & OD support services to enable VSO People (Employees and Volunteers) to deliver their best, contributing to quality programming and the achievement of VSO’s mission to bring people together to end poverty.

Ideal Applicant Summary

Competence required

1. Essential:

  • Minimum Bachelor degree in related field. 
  • Knowledge of country labour market, employment and immigration laws and regulations. 
  • Experience in HR administration and providing policy guidance in the areas of Resourcing, Induction, Employee Relations, Performance Management, Compensation & Benefits, Contract Management and HR information systems (HRIS). 
  • Strong recruitment experience, understanding of multi-channel attraction methods and producing high quality and engaging recruitment materials and campaigns.
  • Ability to lead, engage and develop others with skills in coaching, mentoring, facilitation, training, and accompaniment.
  • Understanding and commitment to data protection, confidentiality, equal opportunity, social inclusion, gender equity and diversity.
  • Good verbal and oral communication skills in English and local languages. 
  • Good level of computer skills (MS Office, Outlook, Internet).

2. Desirable:

  • Experience of working with development organisations.
  • Experience of using HR software

Task Responsibilities

1. People Business Partner

  • Provide orientation and training on VSO policies and procedures, values, code of conduct, behavioral competencies to ensure people are aware of their rights, and team ways of working are respected.
  • Ensure people policies are accessible and compliant with local legislations.
  • Ensure personnel file are up-to-date and administrate contract management and contract renewals.
  • Lead the process of team building and solidarity to build the sense of “one VSO” 
  • Support Head of People & Operations on employee and volunteer relations, disciplinary and grievance handling. 

2. Performance Management and Learning & Development

  • Facilitate performance management and learning and development process including supporting line managers and training staff and volunteers to apply policies, process, and system effectively in line with VSO’s performance management and learning & development framework.
  • Support staff and volunteers in developing their individual learning development plans 
  • Keep abreast for own leadership, professional and personal learning and development.

3. Lead end to end recruitment 

  • Advise and support line managers in developing and reviewing job descriptions, logging the jobs on Salesforce and placing advertisements on different portals to attract right talents.
  • Assure the recruitment and selection processes are carried out thoroughly via VSO Recruit system.
  • Carry out reference check, background check and acquire medical clearance as a part of onboarding new colleague.
  • Document the recruitment and selection process in close coordination with the Head of People and Operations to ensure institutional recruitment policies and donor compliances.
  • Update Head of People and Operations on recruitment and onboarding status on monthly basis.

4. People Systems and Information Management 

  • Maintain VSO People management system updated with both hard and electronic records, ensuring accuracy, transparency, timely accessibility to information, data protection and confidentiality.
  • Prepare and provide accurate and timely HR analytics report.

Collaboration responsibilities 

  • Liaise with Project team during project design phase to assess people needs and develop workforce plan. 
  • Support Finance to timely release staff payroll and volunteer allowance.
  • Partner with line managers for induction of new joining staff and volunteers and effective exit management of departing colleagues to enhance people engagement and capturing learnings to inform future programme design and delivery. 
  • Team up with Communications colleague for design and production of recruitment materials to ensure they are relevant and effective.
  • Coordinate with Head of People and Operations and Project team and conduct host country reality discussion, security briefing and assessment in placement areas for onboarding International Volunteers.
  • Collaborate with VSO Global People team and assist Head of People and Operations to launch People and culture initiatives.

This post will have direct access or contact with children either or will have responsibility for the day-to-day management of those with direct access to children. A criminal background check (Enhance DBS check for UK or equivalent Police check) will be obtained for post holder at this level prior to their start date.
