Project Description

Deloitte Consulting is the implementing partner for the USAID Urja Nepal Project (Urja Nepal) based in Kathmandu. The purpose of Urja Nepal is to create a financially viable electricity sector that provides affordable, reliable, and secure power and enables the entry of private investment into the Nepali market.  This is a five-year program and that concludes in late 2025 and is based in Kathmandu.

The purpose of Urja Nepal Project is to assist the Government of Nepal through its electricity sector administrative bodies, the Ministry of Energy, Water Resources and Irrigation, Department of Electricity Development, Nepal Electricity Authority, Electricity Regulatory Commission, Office of Investment Board of Nepal, and the Alternative Energy Promotion Center to create a financially viable electricity sector. The project spans four primary work streams: (i) improving the legal and regulatory frameworks, (ii) improving the performance of electric utilities, (iii) expanding engagement with the private sector, and (iv) increasing cross-border electricity trade (CBET). 

Objective

Cross-border electricity trade is essential to the economic viability of many of Nepal’s planned and potential generation investments. Recent analyses demonstrate that well-structured and regulated cross-border electricity trade, especially with India and Bangladesh, could spur increased economic opportunities for all concerned while enhancing energy access.  The key areas of focus for the Objective 4 Lead are to direct the key activities for: 1) technical systems, regulatory regimes, and power agreements needed to enable CBET and 2) transparent agreements between cross-border buyers and sellers completed.

Scope of Work 

The Objective 4 Lead will be responsible for the following activities:

  • Coordinate with development partners to advance CBET with counterparts including the development of electricity trade laws, policies, regulations, and frameworks.
  • Support regulatory entities in developing regulations that support the effective and efficient execution of CBET.
  • Assist with the development of technical standards, requirements for automated controls and other smart grid equipment, and synchronization with neighboring grids.
  • Produce relevant and insightful research that help inform fundamental outlooks.
  • Provide technical assistance to counterparts to strengthen the practices of energy trading, accounting, scheduling, and balancing.
  • Other duties as assigned.
  • Qualifications/Requirements

The Objective 4 Lead should have the following qualifications: 

  • Minimum Master’s Degree in Engineering or its equivalent in a relevant field of study supported by a minimum of 10 years professional experience in the energy sector in Nepal.
  • Knowledge of laws, policies and regulations that support cross border electricity trade.
  • Experience with cross border electricity trade between Nepal and India.
  • Technical exposure to the harmonization of grid codes, connectivity standards, voltage standards, development of grid codes, system master plans, and the cross-border electricity transmission tariff frameworks.
  • In-depth knowledge of South Asian CBET models and internationally and of Nepal’s Power Trading Agreements.
  • Extensive knowledge of Indian power markets.
  • Strong communications and training skills.
  • Proactive, self-starter willing to take initiative.
  • Ability to work both independently and in a team environment, including with remote team members.
