Project Description
Deloitte Consulting is implementing a five-year project whose purpose is to provide technical
assistance and strengthen Public Financial Management (PFM) functions,
performance, and accountability of targeted agencies at the federal,
provincial, and local levels of government, and to provide targeted assistance
to the Government of Nepal (GoN) aimed at strengthening national PFM
institutions and systems to sustainably advance PFM. Deloitte is seeking
qualified candidates to fill the role of Objective 2 Lead to be based in
Kathmandu, Nepal. This is a five-year program; however, the position is
currently for one year with opportunity of renewal.
Position Description
The Objective 2 Lead
is responsible for leading activities aimed at strengthening PFM systems and
institutions at the national level, working closely with relevant GoN agencies
and PFM stakeholders to foster an improved enabling environment for fiscal
federalism. S/he will provide strategic oversight of all activities related to
Objective 2 and act as the lead for strengthening and institutionalizing PFM
knowledge centers. The position reports directly to the Deputy Chief of Party
(DCOP) and will be responsible for achieving the following results:
- 500 people trained on
financial management systems
- 5 PFM institutions,
governments and agencies adopting improved financial management systems
- Standardizing training
modules in the PFM disciplines for 3 levels of staff across 3 tiers of
government
- Establish Interagency
working group between key PFM stakeholders (Ministry of Federal Affairs and
General Administration (MoFAGA), Financial Comptroller General Office (FCGO), Ministry
of Finance (MOF), Public Expenditure and Financial Accountability (PEFA)
Secretariat, Project Procurement Management Office (PPMO), Office of Auditor
General (OAG), and two provinces)
This is a full-time
position (40 hours per week).
Position
Responsibilities
Strengthen PFM
Capacity Building Tools and Systems
- Implement a co-creation process
to formalize capacity building
- Building on the
Intergovernmental Fiscal Arrangement Act and Local Government Operation
Act, support MoFAGA and MoF/FCGO to reach consensus on a unified approach
to deliver PFM capacity building at the federal and provincial/local level
- Establish an inter-agency
working group between MoFAGA, FCGO, MOF, PEFA Secretariat, PPMO, OAG and
the two provinces
- Work with stakeholders to
institutionalize a national competency-based PFM curriculum
- Assist in developing
standardized training modules for lower level, mid level, and senior level
staff on topics including planning and budgeting, revenue, expenditure,
accounting and reporting, assets management, public procurement, debt
management, treasury management, internal control and audit, and final
audit and oversight
- Examine the possibility of
positioning the Public Finance Management Training Centre (PFMTC) as the
lead entity responsible for developing a PFM standardized curriculum and
related accreditation
- Support strategic partnership
formation between PFMTC and regional institutions such as South Asian
Regional Training and Technical Assistance Center
- Develop MoFAGA support for PFM
capacity building initiatives
- Support coordination between
the PFMTC and Local Development Training Academy (LDTA) to enable the
rollout of standardized national PFM curriculum through the LDTA platform
and with Provincial Center for Good Governance (PCGGs)
- Identify specific capacity
development needs at the Provincial Government (PG) and Local Government (LG)
levels
Improve the Effectiveness
of the National Natural Resource Resources and Fiscal Commission (NNRFC)
- Support NNRFC in the
implementation of its 2021-2026 Strategic Plan
- Support the NNRFC in the
implementation of its recently developed communication strategy, including
designing improved communication tools, developing templates, and
providing capacity building developments to NNRFC staff
- Support NNRFC in
institutionalizing standard communication protocols and engagement
channels and socializing it with the Sub-National Government (SNGs), Civil
Society Organizations (CSOs) and media
- Support the NNRFC in extending
networking and facilitate the exchange of lessons learned from successful
fiscal federalism and other subnational governments generating new
revenues
- Strengthen the analytical
capacity of the NNRFC to enable improved revenue sharing and fiscal
transfer activity
Improve National
Policies and Systems for Integrated PFMIS
- Finalize areas of support for
the PFM Multi-Donor Trust Fund (MDTF) Integrated Financial Management
Information System (IFMIS) Initiative
- Support the implementation of
the 3rd PEFA Assessment
- Build on the successful pilot
PEFA Self-Assessment Tool in two selected Federal Ministries: Ministry of
Finance and Ministry of Women, Children and Social Welfare
- Support the MOF in revising and
updating Nepal’s Public Financial Management Reform Strategy/Program Phase
II launched in July 2016
- Provide demand-based support to
key stakeholders (e.g. MoF, FCGO, PPMO, OAG) on critical PFM initiatives
- Establish feedback channels
with underrepresented groups; leverage existing and trusted data sources
within local/provincial governments and communities
Others
- Lead the annual work planning
process for the Objective, in coordination with the Chief of Party (COP),
DCOP, and technical specialists supporting the Objective
- Contributing to the
cross-cutting activities in the relevant technical areas, including inputs
for all communications related to Objective 2, drafting inputs for USAID
contractual reporting, and selecting the indicators and setting the
targets for the Monitoring, Evaluation, and Learning (MEL) plan that will
measure progress under the Objective
- Work directly with the other
Objective Lead to develop and implement strategies that enable cross-functional
support to achieve program objectives
- Cultivate and manage
relationships with GoN, NGOs, and other relevant stakeholders
Qualifications
- 8+ years of progressively
responsible work experience in fields related to public financial management
- Master’s degree in
international development, business, finance, economics, or related field
of study
- Demonstrated experience
engaging with government leaders and strengthening national laws,
policies, procedures, and standards
- Proven experience delivering
trainings and institutionalizing capacity building programs
