Job Description

As a member of the Embassy team, the National Programme Officer (NPO) shall:

  • Be responsible for the day-to-day project cycle management (PCM) of assigned projects of the federal state building domain, in particular the Provincial and Local Governance Support Programme (PLGSP) and She Leads project;
  • Conduct regular field visits and interact with relevant stakeholders at federal, provincial and local level;
  • Identify new development projects in coordination with governmental counterparts at federal, provincial and local level, and in line with national priorities and the Swiss Cooperation Programme 2023-26 for Nepal;
  • Contribute to internal planning and reporting processes as well as quality assurance and knowledge management;
  • Contribute to development partner coordination in federal state building; 
  • Monitor and report on relevant contextual factors and the implementation of the constitution;
  • Advice on and advocate for policy reforms with relevant stakeholders.

Education and Experience:

  • Master degree in in international relations, law, public administration, social science or other related fields; 
  • At least 3 years of relevant practical professional experience;
  • Excellent understanding of the functioning of the federal, provincial and local governments, in particular in the governance sector; 
  • Excellent understanding of the political and development landscape in Nepal; 
  • Knowledge/experience in the area of public finance management; 
  • Good understanding of and experience with development agencies, including project cycle management (PCM) is considered an advantage; 
  • Sensitivity and experience in the areas of gender and social inclusion; 
  • Proficiency in written and spoken English and Nepali.
