Strengthening Systems for Better Health

Strengthening Systems for Better Health Activity is a 5-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. This will be accomplished through supporting the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care. Strengthening Systems for Better Health Activity was initiated in January 2018 and will achieve three outcomes:

(i) improving access to and utilization of equitable healthcare services,

(ii) improving the quality of health services at facility and community levels and

(iii) improving health system governance, within the context of decentralization and federalism.

The Activity is implemented in close collaboration with the Ministry of Health and Population, the Ministry of Federal Affairs and General Administration at federal level, provincial and municipal governments, facility and community level health service providers and other key stakeholders. Project technical staff will engage at national, provincial and municipal levels in the target geographic areas of Karnali Province and Banke, Bardiya, and Dang  Districts of Province 5.

The purpose of the assignment is to support Ministry of Social Development (MoSD) of Karnali Province to develop a comprehensive plan for all hospitals within the province, with necessary linkages to other hospitals (e.g. Karnali Academy of Health Sciences or hospitals from Province 5 in Nepalgunj or in Kathmandu) for referral services.

We are looking for a qualified individual for the following role, who will participate in consultations, facilitation of workshop (jointly with international consultant), development, and finalization of “Karnali Province Hospital Development Master Plan” as described in the Terms of Reference (ToR). Strengthening Systems for Better Health reserves the right to decide suitability of the candidates for the proposed role and/or to modify approach to undertake this assignment.

Duration: 60 working days, beginning in early January 2020 and spread over nine months

Responsibilities: Lead in country process of stakeholder engagement, consultations, drafting of the masterplan and support international expert to develop and finalize the master plan, in consultation with the Karnali Province, Ministry of Social Development and Strengthening Systems for Better Health.  

Required Qualification and Expertise

  • At least master's degree in health/medical sciences, preferably with experience managing a hospital and minimum 10 years of relevant experience    
  • Demonstrated understanding of strategic planning, health systems and the role of hospitals in the larger health system including  good understanding of hospital services (both public and private hospitals), network, scope of practice, opportunities and challenges to improve service availability and quality of care in Nepal
  • Willingness and ability to travel, walk and stay, work with stakeholders in remote areas on a mutually agreed schedule during the period of performance
  • Demonstrated analytical, report writing and communication skills in English
