The United Nations Development Program (UNDP) in Nepal has been implementing an Interim Workforce  Diversity (WFD) Policy since May 2007 with the objective of diversifying its workforce both in terms of  gender and diversity that requires the services of an individual to perform the work described in this  document. 

In consideration of your qualifications, we are hereby inviting you to submit an offer for this particular  assignment. To assist you in understanding the requirements of this assignment, we have attached hereto  the following : 

  • The Terms of Reference for the assignment described above; 
  • The standard Letter of Confirmation of Interest and Availability, which you must accomplish and  submit to UNDP; and 
  • The Individual Contract and its General Terms and Conditions, which you would be expected to  sign in the event you are the selected Offeror in this procurement process.

BACKGROUND

The UNDP has been implementing an Interim Workforce Diversity (WFD) Policy since May 2007 to  enhance gender and diversity in its workforce. Initially reviewed and endorsed in 2009 and later revised  in 2014 by UNDP Nepal, key recommendations from these reviews included wider outreach to excluded  groups and improving vacancy announcements. In 2020, an in-depth review covering data from 2007- 2019, based on Nepal's 2001 census, highlighted significant progress and challenges. The current  assignment aims to analyze the policy's impact using the 2021 Census, reviewing implementation  status, positive organizational changes, lessons learned, and challenges since 2007. The findings will  provide concrete recommendations to further strengthen the policy, supporting UNDP's commitment  to gender equality and diversity. These recommendations align with the UNDP Gender Equality Strategy 2022-2025, UNDP Nepal’s GESI Strategy 2023-2027, the System-wide Strategy on Gender Parity, and the Declaration of Joint Principles of Workforce Diversity 2010, and will also serve as a guide for other UN agencies considering similar policies.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS 

Education: 

  • Master’s / Bachelors’ degree in gender studies, women’s studies, human rights studies with  focus on women’s human rights, or in sociology, social studies, anthropology, development  studies or any other relevant field. Having strong conceptual and analytical skills in relation to  caste system, social inclusion/exclusion and gender equality approaches.  

Qualification 

  • Hold at least 5 years of experience for a Master’s degree and 7 years for a Bachelor’s degree  in evaluating policies, strategies, programs, projects, and conducting organizational audits  from a gender and inclusion perspective. 
  • Proven in-depth knowledge and extensive experience with gender equality and social inclusion  issues in Nepal, including an understanding of the country's socio-cultural, political,  institutional, and development context, particularly within the current federal framework 
  • Demonstrate research experience in ethnicity, indigenous issues, and the Nepali caste system,  or advocacy and documentation related to the caste system. 
  • Exhibit excellent facilitation skills and a strong record in researching and producing policy  papers on gender and inclusion, along with exceptional report writing skills in English. 

Competencies: 

  • Strong analytical, writing and communication skills. 
  • Ability to prepare clear publications, reports and presentations. 
  • Ability to work and build partnerships with diverse government, private and non-governmental  stakeholders. 
  • Proven ability and experience in workshop facilitation. 
  • Experience in workshop facilitation. 
  • Sound understanding of key software packages (MS Office). 
  • Past engagement with audits from a gender and inclusion, perspective evaluating policies,  strategies, programs, projects, and conducting organizational. 
  • A good command of English is an asset. 
  • Able to work independently with little or no supervision. 
  • Previous experience working with UNDP and/or other UN Agencies would be an asset.
