Qualification and Experience Required

The National Consultant should possess a solid educational and professional background. A master's degree or higher in Economics, Management, Public Administration, or Chartered Accountant or a closely related field is required. The candidate should have a minimum of three years of direct, hands-on experience in project analysis and evaluation within the public or private sector, with expertise in scrutinizing and assessing infrastructure projects. A deep understanding of and experience with analytical methodologies used in project evaluation is essential. Additionally, the candidate should have at least two years of work experience within or in collaboration with GON agencies, demonstrating familiarity with public sector processes and procedures. The ability to apply econometric and statistical techniques in project analysis is a key competency. The position requires a professional with proven training in Project Cycle Management Processes and Procedures. Fluency in English and Nepali, along with strong communication skills, is also a prerequisite. The ideal consultant will demonstrate a track record of working effectively in complex and fast-paced environments and show an aptitude for adapting to new projects and conceptual frameworks.

Desired Qualifications

  • Previous experience in conducting economic analysis, including cost-benefit analysis, economic modelling, financial forecasting, and statistical analysis is highly desirable. This could include experience working on projects related to infrastructure development, public investment, social programs, or environmental sustainability.
  • Proficient in popular project assessment techniques.
  • Knowledge of Public-Private Partnerships (PPPs) and their implementation.
  • Familiar with the Nepali economy, fiscal and monetary policies, and the current GON’s economic policies.
  • Experience in relevant analytical tools and software may also be beneficial.

Scope of Work

Project Evaluation Framework:

  • Draft project evaluation framework to analyze the technical, financial, and economic viability of project proposal.

Project Evaluation Guidelines

Draft project evaluation guidelines to ensure right project is selected or advanced for getting external resources and executing it that is also aligned with national policies, priorities, and strategic frameworks.

Project Evaluation Business Rule

Draft project evaluation Business Rule to ensure developing right and user-friendly project evaluation toolkit for users particularly for MoF officials.

Project Evaluation Toolkit

Identify the variables for project evaluation and develop the toolkit to evaluate the technical, financial, and economic viability of project.

Simulation of Data 

  • Simulate the data in the toolkit to find the result.

Reporting format 

  • Develop reporting format as per requirement.

Capacity Development

  • Organize training, workshops, and capacity building activities in a consultative manner to IECCD officials to evaluate technical, financial and economic feasibility and sustainability of the project and to use the toolkit.

Additional Responsibilities

  • Undertake other duties as specified by the IECCD Joint Secretary.
