National Association of People Living with HIV in Nepal (NAP+N) is a national network of People Living with HIV (PLHIV) was established in 2003 that works at the national level and local community-based organizations and communities with a mission to strengthen the voice of PLHIV through the formation and strengthening of networks and association of PLHIV to respond to the challenges of HIV and AIDS in Nepal. NAP+N focuses on building the capacity of local PLHIV groups to respond appropriately to the needs of PLHIV and its related key populations in areas of advocacy, prevention, care, and support, counseling, raising community awareness, providing information and education, and improving access to the healthcare and legal services. 

NAP+N is seeking applications from qualified, smart, and result-oriented Nepali citizens for the following positions to support HIV and TB programs focusing on HIV case finding among other vulnerable populations (Migrant and their spouse) in the community.

Main Purpose of the Job

Assist in the efficient and effective implementation of HIV and AIDS Monitoring and Evaluation related activities of National Association of PLWHA in Nepal.

Position: Monitoring and Evaluation (M&E) Officer
Level: 5
Reports to: Monitoring and Evaluation (M&E) Manager
Duty Station: Project Management Team at Center office and frequently travel to project sites and partner organizations
Position type: Contract
Contract Duration: Initially up to 31st December 2022 and possibility of extension
Time input: 100%

Role Purpose: 

This position support the Monitoring & Evaluation team of NAP+N of HIV and AIDS program related activities under The Global Fund project contract between Save the Children and National Association of PLWHA in Nepal.

The M&E Officer is one of the members of the Program Management Unit of NAP+N. The M&E Officer will work closely under the supervision of M&E Manager. This position will support the CBOs for technical inputs, support on day to day program activities of HIV Care and Support, supportive on data analysis and interpretation as assigned by line Manager. 

Responsibilities:

Following is the list of specific duties and responsibilities that fall within the scope of the job. The incumbent will perform these tasks when necessary and as appropriate, depending on the context. In addition, it may be necessary for the individual to perform duties and responsibilities that, while not specifically listed below, fall under the general categories of this job description and are within the spirit of the job.

Under the general guidance and supervision of Monitoring and Evaluation (M&E) Manager, the incumbent will provide the following services:

  • Coordinate with CBOs and other program units, district and regional offices to document implemented activities, 
  • Prepare progress reports regarding HIV programs and other projects as well,
  • Supervise and support district level implementing partners,
  • Field supervision for monitoring and assessment of NGOs and provide technical support for their quality performance,
  • Monitor and supervise CBOs for their quality performance and support them in linking with other required services,
  • Support PMU team in preparing project plan, identifying issues related to PLHIV rights, access to quality treatment for PLHIV and link with other services,
  • Support in planning, designing, M&E plans, designing formats, checklists and overall project implementation;
  • Collect Periodically narrative, progress report from partner organization, compile the report and submit to the concerned stakeholders,
  • Any other duties assigned by Project Management Team.

Required Competency

  • Bachelor's Degree in Public Health, Social Sciences with 3 years of working experiences in related field. 
  • Fluent in English and Nepali Languages.
  • Should be strong and must have team player skills.
  • Results and detail-orientation and the ability to work with a sense of urgency in a multicultural and diverse environment.
  • Ability to work with target groups they are people living with HIV and AIDS.
  • Good interpersonal communication skills and calm even under pressure.
  • Command in report preparation, event note and record keeping.
  • Proficiency on computer usage (especially in Excel) on office Packages, email and internet.
  • Priority will be given to the candidates from disadvantage and under privileged groups, women and People living with HIV (PLHIV).
