National Association of People Living with HIV in Nepal (NAP+N) is a national network of People Living with HIV (PLHIV) was established in 2003 that works at the national level and local community-based organizations and communities with a mission to strengthen the voice of PLHIV through the formation and strengthening of networks and association of PLHIV to respond to the challenges of HIV and AIDS in Nepal. NAP+N focuses on building the capacity of local PLHIV groups to respond appropriately to the needs of PLHIV and its related key populations in areas of advocacy, prevention, care, and support, counseling, raising community awareness, providing information and education, and improving access to the healthcare and legal services. 

NAP+N is seeking applications from qualified, smart, and result-oriented Nepali citizens for the following positions to support HIV and TB programs focusing on HIV case finding among other vulnerable populations (Migrant and their spouse) in the community.

Main Purpose of the Job

Lead in the efficient and effective implementation of HIV and AIDS Monitoring and Evaluation related activities of National Association of PLHA in Nepal.

Position: Monitoring and Evaluation (M&E) Manager
Level: 7
Reports to: Program Manager
Duty Station: Project Management Team at Center office and frequently travel to project sites and partner organizations
Position type: Contract
Contract Duration: Initially up to 31st December 2022 and possibility of extension
Time input: 100%

Role Purpose: 

Lead the Monitoring & Evaluation team of NAP+N of HIV and AIDS program related activities under The Global Fund project contract between Save the Children and National Association of PLWHA in Nepal.

The M&E Manager is one of the members of the Program Management Unit of NAP+N. The M&E Manager will work closely with Project Management Unit, The NAP+N Board, Save the Children, partner organizations to maintain program quality of HIV Care and Support Program M&E Manager will provide technical inputs and support on day to day program activities of HIV Care and Support, supportive on data analysis and interpretation, report writing, study dissemination and monitoring of the program. The position will also contribute to the development and implementation of organizational strategies, policies and plan. 

Roles & Responsibilities

Following is the list of specific duties and responsibilities that fall within the scope of the job. The incumbent will lead the M&E team of NAP+N and perform these tasks when necessary and as appropriate, depending on the context. In addition, it may be necessary for the individual to perform duties and responsibilities that, while not specifically listed below, fall under the general categories of this job description and are within the spirit of the job.

Under the general guidance and supervision of Program Manager, the incumbent will provide the following services to support the National HIV Care & Support program:

  • Manage team of M&E, support programmatic activities and ensure monitoring and evaluation in a timely, efficient and effective manner.
  • Lead all M&E initiatives within NAP+N including monitoring data quality, tracking the progress of activities, and informing staff capacity building initiatives.
  • Support in Developing necessary strategic documents concerning program planning and implementation, such as policy papers, M&E plan, concept notes, etc.;
  • Establishment of proper M&E system to properly document, organize and capture program information and progress.
  • Develop and design tools for proper Data management system and recommend essential strategies to increase program performances and results within NAP+N.
  • Provide Technical assist to facilitate data collection and the flow of data within Program field teams.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
  • Perform field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
  • Ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
  • Play vital role in establishing log frames, M&E work plans, and targets set during project proposals as well as project implementation.
  • Coordinate with different agencies and NAP+N other program units, district and regional offices to document implemented activities, 
  • Field supervision for monitoring and assessment of NGOs and provide technical support for their quality performance,
  • Monitor and supervise partner NGOs for their quality performance and support them in linking with other required services,
  • Support PMU team in preparing project plan, identifying issues related to PLHIV rights, access to quality treatment for PLHIV and link with other services,
  • Any other duties assigned by Project management team

Required Competency

  • Master's Degree in Public Health, Health, Social Sciences with 3 years of working experiences in related field.
  • Fluent in English and Nepali Languages.
  • Should be strong and must have team player skills.
  • Result orientation and eager to work in a multicultural and diverse environment.
  • Ability to work with target groups they are people living with HIV and AIDS.
  • Good interpersonal communication skills and calm even under pressure.
  • Command in report preparation, event note and record keeping,
  • Proficiency on computer usage on office Packages (specially excel, spreadsheet, SPSS etc.), email and internet.
