NLR Nepal is a not-for-profit national organisation registered under Company Registration Act of Nepal in 2018. NLR is a member of NLR Alliance led by NLR Netherlands for providing technical and financial support to leprosy and disability programmes in seven countries including Nepal. 

NLR in Nepal, works closely with the government and non-government stakeholders and partners to eradicate leprosy from the country and to make all development initiatives inclusive to people affected by leprosy and disability.  NLR Nepal consists of 18 staff members and located at Sankhamul Marga, New Banewhwor Kathmandu with its field offices in Biratnagar and Dhangadhi covering province one and Sudur Pashchim Pradesh.

Background:

NLR in Nepal, works closely with the government and non-government stakeholders and partners to eradicate leprosy from the country and to make all development initiatives inclusive to people affected by leprosy and disability.  NLR Nepal consists of 18 staff members and located at Sankhamul Marga, New Banewhwor Kathmandu with its field offices in Biratnagar and Dhangadhi covering province one and Sudur Pashchim Pradesh.

NLR Nepal aims to have a MEL Officer to deal with monitoring, evaluation, learning and communicating effectively and looking for a competent, dynamic and self-driven person.   

Under the overall guidance of the CEO and Deputy Director, the MEL Officer will be responsible for the monitoring and evaluation of NLR Nepal Program and its projects.  S/he will be responsible for designing and implementing the M&E activities of the Program and Project enabling them to learn in line with Theory of Change and Outcome Mapping Apprioach. The MEL Officer will work in close collaboration with the Program and project team, Boundary Partners and Government officials, and other relevant stakeholders. 

Role and Responsibilities: 

Monitoring, Evaluation and Learning

  • Updating a monitoring and evaluation framework for projects in line with the Organisation approach to ensure their outcomes are achieved. 
  • Develop and integrated database system that will ensure tracking of project/program result at outcome level. 
  • Arrange data collection, compilation, analysis, interpretation of data received from different sources and use them for monitoring giving more attention to SDR PEP project. 
  • Provide relevant evidence for learning from project including case stories. 
  • Recommend further improvement of indicators in line with Outcome Harvesting (OH) approach. 
  • Review of existing data collection and reporting tools. 
  • Review the process and outcomes periodically (quarterly, half yearly and annual basis) through performance reviews. 
  • Identify the capacity gaps in the field of M&E of Government institutions and boundary partners. 
  • Support the implementation agencies of NLR NEPAL funded programmes in establishing a M&E system that ensure a successful follow -up of the planned strategies
  • Support in drafting the ToRs for Baseline, Mid -term and End of the Program Evaluations for each project

Communication

  • Lead in writing the annual report and quarterly reports and other report as required. 
  • Recording and reporting to NLR IO regularly in appropriate format including Grant Management System. 
  • To promote the work of NLR through presentations, the writing of PR materials, press releases, advertisements and media campaigns.
  • Ensure that NLR is visible in technical working groups and motivate staff to attend.
  • Represent different meeting and event on behalf of NLR Nepal as directed by CEO. 
  • Liaison with Communication and Branding Coordinator of NLR International Office in M&E matters.

Others

  • Liaison with Program Officer of NLR International Office in M&E and learning matters.
  • Undertake any other tasks as assigned by CEO.

Requirements:

  • University Master degree in medical/health science or rehabilitation from recognized and reputed university
  • At least three years’ experience in Monitoring and Communication in an I/NGO environment .
  • Verifiable and successful communication, networking and liaison skills with track record.
  • Advance knowledge/training in IT (information technology).
  • Strong familiarity with software, such as Database and operating systems, MS Office, Internet & Intranet.
  • Competent and proficient understanding of platforms, such as international M&E and learning practices. 
  • Ability to work independently meeting the deadlines. 
  • Well organized, communicative and excellent interpersonal working attitude
  • Keen to take initiative and collaborate in a team
  • Fluent in English especially in writings.
