We are currently seeking qualified candidates for the position of Monitoring, Evaluation and Learning (MEL) Advisor for an anticipated five-year USAID/Nepal Kathmandu Valley – Clean Air Program (KCAP). This program will seek to reduce air pollution in the Kathmandu Valley, and potentially other areas of Nepal, by addressing the sources of air pollution through: 1) building the capacity of and providing technical assistance to government to increase adherence to environmental regulations, use data for solution identification, and drive policy formulation, enforcement and implementation; 2) strengthening existing and new civil society and community networks, particularly those representing marginalized communities, to advocate and advance public interest on improving air quality; 3) and establishing private sector partnerships. Position Description
The KCAP MEL Advisor will provide technical leadership to capture project intervention results; ensure high-quality, timely, valid, and verifiable data collection and analysis; and develop and implement a learning agenda to inform policymakers and other stakeholders of lessons learned. The MEL Advisor shall be responsible for KCAP knowledge management aspect, collecting and aggregating methods, lessons, and results from across partner organizations. S/he will provide technical guidance by designing and developing ME&L systems and procedures for funded initiatives and will lead and supervise a small team of specialists. This includes establishing key components of an MEL system including data collection, analysis, and reporting on key output, outcome, and impact indicators.
