We are currently seeking qualified candidates for the position of Monitoring, Evaluation and Learning (MEL) Advisor for an anticipated five-year USAID/Nepal Kathmandu Valley – Clean Air Program (KCAP). This program will seek to reduce air pollution in the Kathmandu Valley, and potentially other areas of Nepal, by addressing the sources of air pollution through: 1) building the capacity of and providing technical assistance to government to increase adherence to environmental regulations, use data for solution identification, and drive policy formulation, enforcement and implementation; 2) strengthening existing and new civil society and community networks, particularly those representing marginalized communities, to advocate and advance public interest on improving air quality; 3) and establishing private sector partnerships.

This position is subject to project award, funding, and USAID approval.

Minimum Requirements:

  • Bachelor’s degree or its international equivalent in social science, management, international development, M&E, or a related field; Master’s or doctoral degree or its international equivalent preferred
  • Minimum of five (5) years of related work experience; three (3) years in developing country (especially South Asia) preferred; additional experience in air quality management preferred
  • Experience managing and executing M&E activities for donor-funded programs, including experience M&E policy reform, capacity development activities, and air quality
  • Demonstrated capabilities in qualitative and quantitative M&E methodologies appropriate to complex change processes and capacity development, and in knowledge management and organizational learning
  • Experience using mobile data collection platforms preferred
  • Experience with GESI approaches strongly preferred
  • Experience coordinating with governments, ministries, and/or local NGOs, as well as local communities, for design and implementation of surveys and other data collection techniques, including those that address capacity weaknesses, preferred
  • Proven IPC skills and the ability to lead multidisciplinary teams
  • Oral and written fluency in English and Nepali required; Proficiency in any language spoken in project priority districts is highly desired
  • Proficient with database management systems; PowerBI experience preferred
  • Ability to effectively use statistical analysis software, including STATA and SPSS
  • Qualified female candidates and candidates from ethnic minorities, socially excluded and disadvantaged groups are encouraged to apply

Job Description

Reports To: Principal Investigator

Position Description

The KCAP MEL Advisor will provide technical leadership to capture project intervention results; ensure high-quality, timely, valid, and verifiable data collection and analysis; and develop and implement a learning agenda to inform policymakers and other stakeholders of lessons learned. The MEL Advisor shall be responsible for KCAP knowledge management aspect, collecting and aggregating methods, lessons, and results from across partner organizations. S/he will provide technical guidance by designing and developing ME&L systems and procedures for funded initiatives and will lead and supervise a small team of specialists. This includes establishing key components of an MEL system including data collection, analysis, and reporting on key output, outcome, and impact indicators.

Key Responsibilities:

  • Oversee the design of the KCAP MEL system, clearly identifying users and the utility of data/information
  • Oversee development of M&E indicators and implementation of M&E tools adapted KCAP’s needs, which may include pre- and post- tests; focus group and key informant interview protocols; community survey tools; and baseline, midterm, and end line survey instruments
  • Coordinate and oversee the development and implementation of research activities under this project, in close coordination with KCAP partners.
  • Lead development and dissemination of evidence-based tools, materials, reports, papers, and interventions within KCAP
  • Develop, operate, improve, and maintain KCAP’s Knowledge Management Information System to demonstrate impact, project accountability, and progress
  • Identify best practices for documentation as success stories, technical reports, or peer review publications and reviews surveillance, research, and evaluation publications prior to release to stakeholders
  • Manage and safeguard data collection, train project staff, and supervise M&E activities of staff and subcontractors
  • Support project partners and grantees in developing and executing M&E systems and processes, and provide M&E-specific capacity-building and mentoring as needed
  • Liaise with USAID|Nepal on the design of M&E tools and on modifications to M&E systems
  • Analyze all data collected and advise project management on needed KPAC revisions and
  • Contribute to written performance reports for funder and other project deliverables
  • Perform any other project related duty assigned by the PI
