Job Title: Monitoring & Evaluation and Knowledge Management (M&E and KM) Officer

Job Summary: Monitoring & Evaluation and Knowledge Management Officer is responsible to lead in the developing and implementing M&E and KM related activities in provincial level of MPHD Project.

M&E and KM Officer will substantially contribute to the project through operationalizing the monitoring and evaluation plan and related systems and will provide technical assistance to program officer in improving the quality of results, tracking and reporting of the routine data, data verification and audit. In addition to this, s/he will be responsible for sharing the documents for producing knowledge management product of the Project.

Location: Provincial Offices (Madhesh, Lumbini and Karnali)

Key Responsibilities

 Implementing M&E Plan

  • Assist in developing RME Plan on project base
  • Assist in implementing M&E Plan and other research, evaluations and assessments conducted by MPHD Project.
  • Participate in the internal monitoring and data quality missions, with program officer and other field team members.
  • Assist in facilitating external and internal monitoring and evaluation missions in the field.
  • Lead to entry of program data online portal if required by the donors

Internal Data Quality Control and Project Information Management

  • Assisting in Internal Data Quality Assessment by planning Data Quality
  • Assurance (DQA), visiting potential project areas service seekers if required.
  • Communicate with the field staff, project staff, health facilities and clients to verify the data.
  • Coordinate with program officer and service providers for the data verification.
  • Collect and compile potential project related data in a monthly basis. Assist
  • M&E Specialist and RME Manager during data analysis and reporting to donors.
  • Compile and prepare Internal Data Quality Assessment Reports.
  • Track and compile target versus achievement on monthly/quarterly basis.
  • Review activity completion reports, provide feedback.
  • Suggest and assist for update project data base as and when required.
  • Develop project database based on Activity reports, monitoring reports
  • assessments and research reports.
  • Tabulate and present the data base on quarterly/monthly basis for analysis

Capacity building and design of M & E Tools and templates

  • Assist in preparing and designing frameworks templates, formats, guidelines and manuals related as per project need.
  • Support in conducting orientations and capacity building initiatives related to M&E to project staff.
  • Assisting in designing M&E tools, formats and checklists for data collection and measuring results.
  • Any other tasks assigned by RME Manager and Department head.

Knowledge Management  

  • Collecting project success and best practices to showcase the learnings.
  • Write case studies and success stories, blogs related to the project achievements.
  • Document all the learning and challenges of the activities and share with the concerned staff / units.
  • Monitoring the FP compliances.

Research support 

  • Support to design and implementation of assessments of health facilities and other surveys as per need of project.
  • Supporting further analysis data from various surveys
  • Support in monitoring/ data-management (including data gathering, organizing, recoding, statistical analysis, storage and retrieval) efforts within organization.

Required Skills/Competencies and Others

  • Command in MS Office with familiarity in handling data software such as SPSS/Stata, COBO, Advance Excel,
  • GIS etc.

Minimum Qualifications and Experiences

Minimum Qualification: Bachelor’s Degree in Public Health or Nursing or Social Science
Minimum Experience: 3 years’ of experiences in M&E and KM.
Preferred / Additional Experience: Experience in implementing and overseeing data collection activities and monitoring process and Knowledge management of Project.
