Job Description

Main Objective:The MEAL Manager is overall responsible for leading the definition of MEAL needs in the mission, with respect to its five year mission strategy, and ensuring they are resourced, supported and implemented adequately. 

TASKS AND RESPONSIBITIES:

Mission 1: Development and implementation of MEAL framework for ACF Nepal

  • Develop a MEAL strategy, in line with the missions 5 year strategic plan & ACF ISP 2020. 
  • Work directly with HoD’s, Program Managers/officers and Field Teams, as well as Program Support departments of ACF Nepal, to take stock of and streamline MEAL Systems & Processes 
  • Ensure MEAL needs is adequately defined within project proposals and necessary financing is included for supporting MEAL functions. 
  • Develop strong Monitoring systems within the framework of the project needs as well as strategic needs of the mission. 
  • Work with Program Managers/Field Teams and Field Coordinators to ensure inclusion of clear plans for documenting learning in their work
  • Ensure regular reviews of progress against the learning priorities and plan, for review with DCD
  • Organize an annual Lessons Learned Workshop that brings together staff and partners and documents and disseminates  lessons
  • Participate in organizing regular learning, review and re-planning events with internal and external stakeholders
  • Produce regular documentation and analysis for cross-learning and sharing within  other ACF internationally and externally with other stakeholders
  • Ensure written syntheses of key learning are documented and fed into proposal development, communications materials and advocacy planning processes
  • Training of project and partner staff on MEAL system and functional aspects.
  • Provide adequate support to digitalization of data collection from all departments 
  • Actively participate in development of MEAL frameworks in consortium projects. 

Mission 2: Coordination of the Reporting Function for ACF Nepal

  • Oversee the provision of accurate information from ACF Nepal into internal information systems on programs and performance and into donor/external reporting
  • Ensure the monthly, quarterly, bi-annual APR reporting is adequately analysed and shared, from the data collected. 
  • To set up and maintain efficient information systems to store and make accessible organizational, program, thematic and project information documents, and lessons learned documents. 


Mission 3: Represent ACF externally in relevant forums and working groups

  • Represent ACF externally in issues related to monitoring, evaluation, accountability and reporting (consortia, alliances and clusters) 
  • Undertake any monitoring and reporting tasks related to government guidelines and instructions

Mission 4: HR Management 

  • Direct supervision of staff as necessary and shared management of project/sector M&E staff; Responsibilities in staff management include:
  • Developing/updating job descriptions or scopes of work (for staffs involved in M&E)
  • Performance Management of staff under management 
  • Coaching support for MEAL and other program team members 
  • Identifying and defining staff development needs in MEAL aspects according to their function. 

QUALIFICATIONS AND REQUIRED SKILLS:

  • Master of Arts or Science (or higher) in International Relations/ Affairs, Humanitarian Affairs, International Development, Public Health, Statistics, Demographics or related areas. 
  • 5 or more year of professional experience in a management position in MEAL, PQA and knowledge management, with comparable development agencies. 
  • Good understanding of MEAL requirements from major donors like DFID, EU/ECHO, USAID, UN (UNICEF, WFP), IOM and others. 
  • Experience in developing MEAL plans and strategies & excellent understanding of concepts MEAL for development
  • Strong understanding of gender issues in Nepal and commitment to promoting the empowerment of women and girls
  • Excellent verbal and written communication skills in English and Nepali
  • Strong facilitation skills of learning, reflection and planning processes
  • Demonstrable experience of publishing high quality reports and articles
  • Good knowledge of relevant software.
  • Excellent team player and building relationships.

Contract Type  :  Fixed Term Contract
Contract Duration :  8 months (Possibility of extension)
Basic Salary per month :  NPR 93,192 plus (accommodation allowance which depends on localized/delocalized staff, transportation allowance, provident fund benefit and festival bonus)
Duty Station  :  Kathmandu-1 position
