Primary purpose of the position:
The purpose of the position is to establish and implement a robust monitoring, evaluation and learning (MEL) plan, and system, documentation, reporting for the project. M&E Officer works under the supervision of and reports to the CTA. The position is based in Kathmandu and requires frequent travel to the provinces and municipalities of the Project.
Main Responsibilities
MEL System Design:
- Develop a MEL System in line with donor requirements and needs of the project and draft a Monitoring, Evaluation and Learning Plan for the Project.
- Elaborate, pilot and validate quantitative and qualitative monitoring and evaluation tools as well as design the corresponding data collection procedures.
- Engage into preparation of MEL Annual Plan and Annual Report section.
- Design data analysis in line with the project’s Theory of Change (ToC).
- Perform other duties as assigned by the CTA.
- Support the recruitment of specialist consultants for project evaluations and thematic assessments and support the publication and dissemination of the evaluations and field studies.
- Ensure TECSES project indicators align with the indicators highlighted in School Education Sector Plan 2021/22-2031/032, MOEST.
Monitoring Implementation:
- Supervise and coordinate application of monitoring tools to track program performance in line with the Theory of Change as per the project document and its results-based management framework.
- Orient new staffs on MEAL requirements. Provide on-site coaching to effectively implement the monitoring systems and in documentation of results and impact as and when required.
- Offer technical support to project staff in the implementation of their monitoring responsibilities to ensure correct and timely collection of monitoring data.
- Lead and conduct surveys, focus group discussions, interviews, case studies with program beneficiaries and key stakeholders as part of qualitative monitoring efforts.
- Conduct effective monitoring through field visits, data verification, quality assessments and reporting the findings.
- Generate and analyse data on program outcomes in line with the project’s ToC.
- Establish, in collaboration with the Project Leadership, a learning culture within the Project based on feedback and lessons generated by the MEL system.
- Consult with the other project staffs in Kathmandu and provinces while finalizing the output and process indicators.
- Collect, document and share success stories and best practices promoting FCA’s shared learning platform.
Data Management:
- Coordinate analysis of real-time program monitoring data collected on a termly basis; Transfer skill for data collection as needed.
- Lead and conduct analysis of quantitative data as well as qualitative data on all program inputs, outputs
- and outcomes.
- Support the Communication Officer in publishing monitoring results in Monitoring Reports for internal
- and external audiences.
- Applies the principles of a “smart, learning organization” with the aim to constantly evaluate and improve
- the quality of activities.
- Prepare evaluation and research synopsis for developing advocacy paper or policy briefing paper.
Evaluation:
- Facilitate internal mid-term review and end of project evaluation of the project in line with the project’s ToC.
- Support end-of-project evaluation by independent agency in line with the project’s ToC.
Competence, experience, skills, knowledge needed
- Master’s degree in in Social Science, Development Studies, Economics, Statistics or related field.
- At least 5 years of relevant experience in supporting project implementation and MEL activities for a comparable international entity (INGO, donor-funded government project, bi-lateral or multi-lateral aid agencies).
- Experience in designing tools and strategies for quantitative and qualitative data collection, analysis and production of reports.
- Knowledge of quantitative and qualitative monitoring methodologies and proven ability to design monitoring tools.
- Experience in the design and implementation of capacity building activities in MEL; Demonstrated ability to transfer knowledge through informal and formal training.
- Proficient computer literacy, specifically Excel, Word and Power Point; Skills in data analysis presentation and report writing in English.
- Knowledge and skills in quantitative and qualitative data analysis software.
- Demonstrated skill to analyse quantitative and qualitative data, combined with a proactive, energetic approach to problem solving.
- Good organization and planning skills; Experience working cross-culturally; Self-motivated, flexible and proactive, time management.
- Strong interpersonal skills and the ability to work under pressure in a structured, organized and responsive manner in an international working environment with multicultural team.
- Strong written and oral communication skills in English and Nepali.
