Monitoring and Evaluation (M&E) Specialist

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable and qualified professionals for the Green Resilient Agricultural-Centred Private Sector Development (GRAPE II). GRAPE II is a joint Nepali-German Project under the guidance of the Ministry of Land Management, Cooperatives and Poverty Alleviation (MoLCPA), Government of Nepal, with Technical Assistance by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The overall objective of the Project is to strengthen gender-equitable and climate-resilient economic development in Nepal.

The project focuses on five key areas: 

  1. Business Development: Supporting new and existing Micro, Small, and Medium-Sized enterprises (MSMEs) that contribute positively to climate resilience, biodiversity conservation, youth empowerment and gender equality. 
  2. Entrepreneurial Ecosystems: Developing climate-resilient and biodiversity-friendly value chains and markets through partnerships.
  3. Local Economic Governance: Promoting gender-responsive and climate-resilient economic development through improved local governance. 
  4. Awareness Raising: Sensitizing actors in the entrepreneurial ecosystem to the role of women in economic development.
  5. Scaling Innovation: Expanding successful practices, tools and technologies for gender-equitable and climate-resilient economic development.

The role of Monitoring and Evaluation (M&E) Specialist is a critical role for the project, requiring skills both in impact assessment methods and an understanding of how to reach users of impact evidence.

Position: Monitoring and Evaluation (M&E) Specialist
Duty Station: Kathmandu

Responsibilities

  • Develop and implement M&E strategy for the GRAPE II project, including the use of evidence in project planning and communication
  • Collaborate with team members, partners and contractors to a) develop Theory of Change, b) integrate M&E in project activities and communication, c) data collection and verification
  • Identify and define key impact indicators to measure project effectiveness in terms of sustainable economic development, climate resilience and gender equality
  • Develop and adapt methodologies and tools for monitoring and reporting.
  • Track project performance and ensure data management, analysis, and reporting align with project goals and targets.
  • Ensure compliance with donor and organizational reporting requirements.
  • Provide technical support and capacity development measures for project teams on M&E best practices
  • Mainstream GESI in gender into all M&E activities
  • Establish a feedback mechanism to integrate M&E findings into strategic planning and decision-making
  • Prepare high-quality reports and presentations to communicate findings to donors and partners
  • Coordinate with AV and DVs to make sure that lessons drawn from the portfolio of learning and impact studies are brought for discussion with relevant partners and donors
  • Identify engineer opportunities to engage broader audiences and communicate evidence effectively
  • Prepare technical notes, presentations, infographics, social media posts and other outreach materials to present findings
  • Plan strategic Use of Evidence activities (e.g. webinars, events, or part of site visits, dialogue fora)

Required qualifications and experience:

  • Master’s degree in Social Sciences, Economics, Development Studies, Statistics, Communication or a related field
  • At least 8 years of experience in designing and implementing M&E systems in development projects or programs
  • Data visualization skills – knowledge and experience in presenting data to different audiences by using SPSS or similar software
  • Proficiency in carbon tracking models and economic sustainability metrics, with experience using Excel, Power BI, STATA, or sustainability platforms is an advantage

Required Skills and Competencies

  • Strong ability to collect, analyze, and interpret data to track progress and measure program impact
  • Ability to present findings clearly, engage diverse stakeholders, and foster a culture of learning and adaptation
  • Experience in using M&E insights to inform decision-making, improve programs, and support planning processes
  • Demonstrated ability to independently manage and prioritize a busy and diverse workload with a range of deliverables for a variety of stakeholders
  • Fluency in English and Nepali language
