Monitoring and Evaluation (M&E) Manager [NATIONAL POSITION (Open for Nepali Citizens Only)]

ROLE PURPOSE:

The Monitoring and Evaluation Manager is primarily responsible for leading the development, implementation, and management of M&E system for Global Fund Multi South Asia (MSA) HIV Grant of Save the Children. S/he will ensure that all the report/data collected, compiled, analyzed are accurate, appropriate, complete, consistent, and timely. This position is based in Country Office in Kathmandu and will require periodic travel to project countries.

The M&E Manager will also ensure that the programs are managed as per the National and Global Fund guidelines and protocols. Working in a team s/he will be responsible to coordinate with Country Office Global Fund Team and develop consolidated M&E plan and performance framework including designing tools, methods and process for tracking/monitoring of the project to ensure to track progress and results. S/he will also be responsible to lead the development of M&E system at the SR level in collaboration with the Country team. 

S/he will also guide and provide technical support for operational research, studies and surveys for HIV and AIDS related program and dissemination of the study findings. S/he will also provide technical assistance in monitoring and evaluation, periodic assessment of the SRs, prepare periodic disease specific report, semi-annual PUDR for LFA and Global Fund and annual progress report to SCI head Office as required. 

 

KEY AREAS OF ACCOUNTABILITY:

• Based on the approved plan and budget provide technical support and facilitate in preparing program design and detailed implementation plans of both the SRs and PR.
• Ensure proper functioning of project M&E plans to track activities and processes according to approved procedures and work plan
• Provide technical assistance to SR for project documentation, monitoring and reporting.
• Lead and deal with LFA during semi-annual program report verification 
• Highlight project achievements and represent the organization and M&E related activities.
• Develop quality programming through providing evidence-based strategic and quality assurance directions
• Coordinate with country level stakeholders to ensure that the program is being implemented, recorded and reported by following the country specific guideline and protocols. 
• Organize and facilitate disseminations, workshops, meetings and discussions to address evidence based strategic directions and quality assurance issues.
• Prepare program report on Semi-annual basis and send to LFA and Global Fund 
• Develop or review context-specific indicators and monitoring tools as needed 
• Develop and update project briefing papers, orientation materials, brochures, project profiles and display charts to include relevant M&E and operations research data/results
• Review the quarterly, annual and project completion reports (formative, narrative and MIS) and help guide implementation as per approved work plan; within the timeframe
• Analyze data, information, findings of different interventions for better results and documentation
• Support knowledge management through data analysis, providing information and write-up
• Conduct field visits to assess program implementation challenges & best practices and verify reports

 

QUALIFICATIONS AND EXPERIENCE

Qualification

• Master’s degree in Management, Statistics, or population or related field

Relevant work experience (In Yrs)

• 7 years (5 years for GSI group) of relevant experience of managing HIV and AIDS Program, especially Global Fund program
