Job Description

Reports To:  Project Manager and Matrix Reporting to MEALS Field Specialist, WVIN

Area of Responsibility:

Planning:

  • Support program/project team in developing M&E plan.
  • Ensure proper implementation of M&E plan.
  • Technically support program/project team in developing monitoring checklist and tools
  • Support program team during project/program planning

Monitoring:

  • Conduct quality monitoring visits against quality benchmarks
  • Organize (60%) field visits to monitor program/project activities against quality benchmark, debrief with program team and develop MEAL action plan tracker
  • Update MEAL based on quality monitoring action plan tracker
  • Conduct follow up monitoring visits to materialize agreed action points are being implemented at field level
  • Conduct output monitoring/joint monitoring and other program/project monitoring and produce its reports

Evaluation:

  • Support program team/consultants/evaluation team during field visits
  • Support program/project team during baseline, mid-term evaluation, situation analysis and database reporting
  • Support in logistic arrangement for evaluation team during field visits

Accountability:

  • Ensure MEAL accountability system is fully functional in PNGO and promote accountability in general and to children in particular through training, coaching, mentoring & orientation
  • Establish effective complaint handling system at PNGO relevant to beneficiaries/stakeholders
  • Design community sharing tools (pocket/ wall calendar, hoarding boards, master flex prints and radio jingles) and share community sharing information with key beneficiaries and stakeholders
  • Capacitance, supervise and mentor MEAL assistant in accountability system
  • Ensure complaint & feedback system’s issues are addressed timely and MEAL updated timely
  • Ensure all staffs follow CFM guideline while resolving complaints & feedback
  • Conduct complaint satisfaction rating

Learning:

  • Document learning’s generated through MEAL approach
  • Compile at least two case studies related to MEAL good practices
  • Support program team to incorporate key learning’s in upcoming plan and intervention (Generated through CFM and Action plan tracker)
  • Develop learning logs and ensure its use by program team

Documentation:

  • Prepare and disseminate different communication materials as stipulated in program/project document
  • Ensure project related documents are archive at safe and accessible place
  • Document best practices, success stories and case stories of program/project
  • Take lead role in reports compilation/editing and finalization and ensure project compliance are fully embedded in program/project’s reports

Leadership & Team Development:

  • S/he needs to have close coordination with program team, board members, stakeholders and beneficiaries
  • Provide management and leadership in MEAL related task at PNGO

Other:

  • Conduct data quality assurance at PNGOs
  • Any other tasks assigned by line manager or technical managers
  • Provide technical assistance during emergency

Qualification and Experience:

  • Should have at least Bachelor in Social Sciences or Development Studies
  • At least 2 years of experience in community development related project management
  • Should have skill in planning and budgeting and monitoring activities
  • Experience working with children and School Management Committees- specifically in participatory planning and project implementation

Report Writing Skill:

  • Skills, Attitude and Behaviors
  • Demonstrate self-motivation, innovative and creative ideas and the ability to motivate communities
  • Must be emotionally stable and willing to serve the poor and work with the community
  • Good written and oral communication skills in local language and Nepali (proficiency in English is preferred)
  • Good computer skills – Word, Spreadsheet and presentations

Individuals with 2 wheeler license and vehicle will be given priority
