General Position Summary:
The M&E and Documentation Officer is a key national staff position for Mercy Corps Nepal’s Managing Risk through economic Development Program (M-RED). Working with the country-level PQA Manager and Resilience MERL Advisor for MRED II project, the M&E Officer will play a formative role in developing a rigorous and effective monitoring, evaluation, and database management system that supports current Mercy Corps programming, as well as take a leadership role in the developing the M&E systems for MRED Program. He/she is responsible for cross-cutting programmatic M&E, knowledge management, and information dissemination and utilization for ongoing program improvements, internal and external reporting, and facilitation of Result measurement framework design in proposal development. This includes the creation and testing of measurement tools for both quantitative and qualitative monitoring, as well as design of discrete assessment measurements. The M&E and Documentation Officer is also responsible for capacity building of the program team and maintaining and strengthening collaboration between M&E, program staff, and management to ensure that high quality and timely reports are generated and program decisions are made based on evidenced established through M&E.
Mercy Corps Nepal utilizes mobile data collection through a tablet-based application, and the M&E and Documentation Officer will lead on mobile form authoring and testing. Additionally, the position requires management and analysis of cloud-based datasets for timely, and often real-time, visualization and utilization. Mercy Corps’ M&E team will continue to develop an end-to-end standard for mobile data, which includes building and maintaining dashboards of program progress and performance. The M&E and Documentation Officer will be heavily involved in coordination with tech partners, as well as rolling out internal approaches to utilization of tech solutions. S/He will play a lead role of evidence based program documentation and management of proper data filing and record keeping.
As gender and social inclusion (GESI) and governance cross-cutting components of all Mercy Corps program(s), M&E and Documentation Officer is required to own these components and ensure GESI sensitivity and integration and governance practices are integrated into his/her work area.

A successful M&E and Documentation Officer would be able to collect and document all program intervention results, manage learnings, and collaborate on any research or studies. S/he will have proven experience with cross- cultural team and capacity building of partner and internal M&E team. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail as well as strategic vision are essential.
