USAID’s Strengthening Systems for Better Health (SSBH) Activity is a 6-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. SSBH supports the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care and is designed to achieve three major outcomes:

(i) improving access to and utilization of equitable healthcare services,
(ii) improving the quality of 
health services at facility and community levels and
(iii) improving health systems governance, within the context 
of federalism.

The project is implemented in close collaboration with the Ministry of Health and Population at federal level and with provincial and municipal governments, health facilities and other key health sector stakeholders at sub-national levels.

Supervisor: Provincial Manager/Health Governance Lead

SSBH provides strategic technical support for USAID’s Health Direct Financing Project. In Karnali Province, this activity is implemented in collaboration with the Ministry of Social Development and Health Services Directorate and selected municipalities across four districts (Surkhet, Jajarkot, Salyan and Dailekh). Technical support interventions are tailored to the needs of the province and municipalities, focusing primarily on evidence-based planning and budgeting, management and oversight for delivery of quality health services, overall strengthening of health systems, and coordination between all three levels of government for effective implementation of the government-to-government (G2G) support in health.

Reporting to the Provincial Manager/Health Governance Lead the MNCH FP Coordinator will oversee the maternal, newborn, child health and family planning technical aspects of USAID’s Strengthening Systems for Better Health project jointly with the Kathmandu based MNCH FP Specialist and other provincial team members of the project. She/he will coordinate with province health directorate (or appropriate authorities) of MoSD Karnali at province level and provide strategic support on her area. Coordinating other development partners primarily working in the field of MNCH and FP. She/he is expected to oversite (supervise, guide, monitor) the work of MNCH/FP technical officers working in the district level in close collaboration with provincial team. She/he will also be representing SSBH in province level MNCH/FP technical forums/ committees and contribute as needed. 

Specific Duties and Responsibilities:

Program Support (LOE 80%)  

  • Oversee all MNCH and FP components for Strengthening Systems for Better Health activity at field level, jointly with Kathmandu based MNCH/FP Specialist and Program Director
  • Provide oversite support to (supervise, mentor, coach and support) of MNCH/FP technical officers for their day-to-day function and orient them on project implementation modality and approaches for MNCH and FP initiatives jointly with Kathmandu based MNCH/FP Specialist and Program Director. 
  • In coordination with provincial technical and management team, provide oversight to the project field teams and troubleshoot any technical and programmatic challenges related to MNCH and FP aspects of the project.
  • Provide technical facilitation support to province health directorate and other appropriate authorities of MoSD Karnali and to strengthen MNCH/FP program.
  • Work closely with health governance lead to identify MNCH/FP programmatic gap/need at province level and facilitate response strategy including annual planning. 
  • Facilitate MNCH/FP technical officer (and build their capacity) to work with local elected bodies and councils at the sub-national level to ensure their engagement and support for planning, implementing, monitoring of MNCH and FP related project activities under G2G initiatives.
  • In collaboration with the province based technical team, support MNCH/FP technical officers to provide tailored technical assistance to incorporate MNCH/FP initiatives in municipal planning, management, and governance of G2G-funded activities. 
  • Ensure accurate and timely submission of all required technical reports and deliverables for the project in general and the MNCH/FP component in particular.

Capacity Building (LOE 10%)

  • In close coordination with Kathmandu based MNCH/FP specialist, program Director and province technical team, develop capacity building plans for project MNCH/FP team, as appropriate.
  • Represent SSBH in province level selected technical working groups/forums/committees and contribute as needed/required. 

Coordination (LEO 10%)

  • Work closely with other project team members and ensure appropriate coordination with work streams overseen by those colleagues. 
  • Coordinating other development partners primarily working in the field of MNCH and FP for joint planning and implementation and resource sharing.
  • Coordinate with provincial level authorities to support MNCH/FP initiatives at provincial planning and review. 

Required qualifications and experience:

  • Master's degree in nursing or medicine or public health with clinical experience focusing maternal, newborn and child health sector.
  • Minimum 5 years of experience in related roles and responsibilities.
  • Previous experience of working in role with MoH and donor or NGO or civil societies, at both national and sub-national levels. 
  • In-depth knowledge of clinical and programmatic elements of MNCH/FP service delivery. Familiarity with quality improvement approaches and systems.
  • Fluency in English and Nepali, both written and spoken.
  • Strong organizational and managerial skills.
  • Strong leadership skills and ability to develop this skill in others.
  • Strong interpersonal skills with ability to work in multi-cultural environment.
  • Able to establish good working relationships and positively contribute to a team.
  • Ability to effectively manage relationships between different stakeholders. 
  • Flexible, positive and proactive approach to work.
