USAID Adolescent Reproductive Health (ARH) project is an adolescent co-led initiative to empower girls and boys, 10-19 years including the most marginalized, to attain their adolescent reproductive health (ARH) rights. The goal of the program is to support adolescents to reach their full potential by; ensuring they receive correct and appropriate reproductive health (RH) information and guidance to decision-making skills, creating an environment conductive in making healthy reproductive health decisions and facilitating translation of these decisions into healthy behaviors.

This position will provide technical, evidence-based and strategic leadership to the overall Education program, including Adolescent Girls’ Education and Empowerment. S/he will oversee overall planning, implementation and monitoring of the program at local and national levels, including budget management, donor reporting, coordination with strategic partners and linkages across civil society. S/he will ensure implementation of innovative and best practices to strengthen school-based management systems, build capacity of teachers, foster community support for education that includes addressing inequitable gender norms and financial barriers to education, and improve gender, social and disability inclusive infrastructure. S/he will be responsible to develop approaches, provide training and technical support to partners and government counterparts on inclusive education and also ensure it in various project development processes for scalability.

The incumbent will establish strong relationship with CARE International Members for receiving technical backstopping and linking grassroots evidence with Regional and International advocacy. S/he will establish strong partnership with the government line agencies at the local and national level, and represent CARE at various national and regional level forums as relevant. Being the budget holder of the program, s/he will oversee all administration, financial management and human resource development according to the CARE’s policies and principles. In addition, s/he will be responsible to pro-actively learn about CARE Nepal program approach and generate synergy between the projects and programs that contribute to the larger institutional goal of Women and Adolescent Girls Empowerment. 

REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCE:

Qualifications and Experience:

  • Master’s degree in Social or Gender Studies or Education with a minimum of 5 years of relevant experience in project management. 
  • Experience in people management, research, social analysis and management of projects involving multiple partners or stakeholders is desirable. 
  • Knowledge of existing policies related to Gender, Women and Child Rights in Nepal will be an advantage. 

Skills and knowledge: 

  • Project management skills (including financial management, human resource management, leadership and team building skills).
  • Expertise in human rights based programming and monitoring required. Technical expertise in education and gender & social inclusion.
  • Good knowledge of the political context and key policies relating to women’s and girls’ rights. 
  • Knowledge of key organizations, advocacy coalitions and movements at local and national level working to address early marriage or promote girls’ rights to education. 
  • Knowledge of human rights based programming and national and international frameworks.
  • Familiarity with the women’s and girls’ situation in Nepal and related policies and resources. 
  • Expertise in Civil Society Mobilization, Networking and Alliance Building.
  • Monitoring, Evaluation, Learning, Documentation and Report Writing Skills
