TEAM/PROGRAMME: Supply Chain

LOCATION: Surkhet, Mid & Far Western Field Office

CONTRACT LENGTH: Fixed-term until December 2019 with possible extension

CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

The purpose of this position is to support in logistic and Procurement of FO specially on; developing vendor list, facilitate procurement process, support/facilitate on partner procurement process and capacity enhance of partner staff and procurement committee, support supply chain dept. support functions to run smoothly through field office operation. S/he will also responsible f to support on developing procurement plan to PNGOs, monitor and ensure that, procurement policy and procedure has followed properly, support implementing partners to strengthening logistics and procurement system. The role will include logistics support to district offices as well as of partners. S/he is also responsible for procurement related matter of the organization and facilitate the partners accordingly.

In the event of a major humanitarian emergency, s/he will be expected to work outside the normal role profile and be able to vary working hours accordingly.


KEY AREAS OF ACCOUNTABILITY :

  • Manage and execute procurement of goods and services required for the organization following the guiding principles “Best Value for Money, Transparency, Accountability, Equal and Fair competition”.
  • Work closely with Budget Holders in consultation with Logistics & Admin Coordinator in developing annual procurement plan both field office and PNGOs.
  • Process and prepare request for quotation, bid analysis, purchase order and other document related to procurement including tracking of purchase status.
  • Support on procurement of goods is in high quality, timely and cost-effective adhering to established policy of the organization/ PNGOs and at the field level.
  • Ensure procurement policies including donors’ requirements are followed all the time and pay attention for making zero non-compliance.
  • Update and develop qualified vendor list and monitor maintain record on performance of the vendor
  • Develops and maintains an effective working relationship with vendors/suppliers.
  • Consolidate and analysis of procurement plan and finalize the frameworks agreement as per requirement of different categories.
  • Update the procurement tracker and report to line manager. 
  • Support implementing partners to strengthening logistics and procurement system 
  • Carry out monitoring of procurement made by partner organization in coordination with concern program coordinator and prepare report on quarterly basis
  • Educate and orient procurement policy and procedure to partner organization in coordination with Logistic & Admin Coordinator & Program Coordinators
  • Work through supply chain model of procurement to deliver goods on time.
  • Work in emergency situation in the region or as assigned as per full spectrum aspect of the organisation as well as being the leader in emergency preparedness and response for children.
  • Support and necessary capacity build of PNGOs staff in procurement and Logistic 
  • Support in preparation procurement plan to PNGOs
  • Visit partner organizations to supervise, support, and represent from SC during quotations and tender opening. 
  • Supporting Save the Children’s dual mandate of development programs 
  • Keep vendor list and availability maintained, make sure they are oriented on Child safeguarding and policy of SC related to them.
  • Keep updated him/herself about market dynamics, verify market rates during each of the procurement process.
  • Support program department on special events e.g. seminars, workshops, retreat. 
  • Supervise and monitor assets, inventory and supplies of PNGOs
  • Monitoring and backstopping support to district-based partners on procurement and logistic.
  • Identify gap on partners Admin & Logistic staff and provide onsite coaching 
  • Any other duty assigned by line manager.

QUALIFICATIONS 

  • Bachelor’s degree in Management or related discipline. 

EXPERIENCE AND SKILLS

Essential: 

  • 3 years of working experience in the related field.
  • Sound knowledge in MS Excel
