ROLE PURPOSE: 

The Central Logistics Officer (CLO) functions as a member of the national TB prevalence survey (NTPS) and will be responsible for planning, implementing, maintaining records and reporting of the logistics to be used in the National Prevalence Survey (NTPS). Major role of this position is to forecasting the required commodities to be used in the NTPS by coordinating with the procurement unit of NTC and Central Store at NTC and Logistics Coordinator of the outsource agency (OSA). He/she will be also being responsible for preparing the inventory list of commodities to be supplied to the field. He/she will be responsible for ensuring the quality and functional status of the equipment and logistics to be supplied to the field team. He/she will coordinate to the NTC central store to manage the supplies required for PSS. He/she will support to the OSA for safe packing, loading, transportation and unloading of the entire supply of the PS. He/she will coordinate with the Field Logistics Officer (FLO) to get the updated logistics status in all 3 field teams. The LO will provide feedback to the Logistics Coordinator ( LOC) of the OSA Office based on the 3 FLO’s logistics information report for timely management of the logistics at the field level. 

The LO will also receive the current status of chemical reagents and other laboratory related commodities from the 3 central level laboratories and coordinate with the central store of NTC for timely supply management.

The LO will prepare list of consumable and non- consumable items separately. Then the LO will support to hand over the items to the OSA as per the list. After completion of the field operation activities, he/she will receive back the non-consumable items and hand these items to the central store.


KEY AREAS OF ACCOUNTABILITY:

  • Focal point responsible for overall logistical management to PS. 
  • Focal point responsible for the logistic supply and management to outsource agency for field work. 
  • Focal point responsible for the logistic supply to the central Labs and other units involved in PS.
  • Maintain inventory of all the items in Central store of PS at NTC including incoming and outgoing commodities.
  • Ensure the availability status all commodities at the central store. If some of the items are not available or inadequate, coordinate with the PSS for timely procurement of the required commodities. 
  • Supply the central store of OSA the commodities timely and efficiently maintaining all inventory. 
  • Regularly communicate with the Logistic Unit of OSA regarding receiving of the regular Logistic report form the cluster operation. 
  • Prepare a monitoring checklist and conduct periodic field visits at the field operation sites and central laboratories to monitor the logistics status. Report the logistics management status to the PSS.
  • After completion of the survey field operation, receive and hand over all the capital asset and remaining consumable items from the logistic coordinator of the OSA and hand these items to NTC’s central store.
  • Report to PSS and Survey coordinator on regular basis. 
  • Coordinate with central store keeper on regular basis
  • Coordinate with PSM Coordinator as and when necessary for any issues.

QUALIFICATIONS, SKILLS AND EXPERIENCE:

Education

  • Bachelor's degree or equivalent in any discipline preferably in Management

Experience 

  • Minimum of 3 years (2 years for GSI group) of experience in the logistics management of projects; Preference will be given to those having experiences in logistics management of health related projects.

Skills

  • Computer experience with MS Word, MS excel and PowerPoint having skills on typing both Nepali and English
  • Supervisory skills 
  • Report writing skills
  • Excellent communication skills
  • Should have strong enthusiasm and physically fit for travelling in all clusters.
