The Sakchyam Access to Finance Programme (Sakchyam) is an initiative funded by UKaid as part of an agreement between the Governments of Nepal and the UK. It is implemented by Louis Berger for the Department for International Development (DFID Nepal) in partnership with local and international institutions. Sakchyam is working with the public and private sectors to leverage access and facilitate financial sector development in Nepal for small and medium enterprises (SMEs) and for the underserved.

As part of its ongoing initiatives, Sakchyam is preparing to work with the National Reconstruction Authority (NRA) and the Nepalese financial sector to facilitate home loans to earthquake victims as outlined in the Government of Nepal’s ‘Unified Working Procedure for Interest Subsidy on Concessional Loans 2075’. A pilot is now being designed with dedicated resources at select local units to coordinate among potential customers, financial institutions, NRA, local government bodies and other stakeholders.

To contribute to the successful implementation this pilot, Sakchyam is looking to fill the following positions.

Duty Station: Assigned local units (rural municipality or urban municipality) of Gorkha & Dhading

The Local Level Coordinators will act as a bridge between the customer (earthquake victims eligible for the loan) and the respective local branches of banks providing the loans, local office of NRA, and local governments and other stakeholders. They will report directly to the assigned District Level Coordinator and, when required, to the Component Lead - Housing Reconstruction Project. Moreover, they will also play the role of a Social Mobilizer through which they will work with banks and the other stakeholders at the community level to spread awareness regarding the NRA Housing Loan Programme. 

They will have a Bachelor’s degree in a relevant field and experience/knowledge about banking. Local Level Coordinators will be assigned to one particular local unit (rural municipality or urban municipality) each and will, preferably be a resident of the same district.

Key Responsibilities:

The primary duties of the Local Level Coordinators will include:

  • Assist banks, in coordination of local government bodies and NRA, in targeting loan products to eligible beneficiaries
  • Assist beneficiaries in arranging necessary documents for the loan applications
  • Support in collection of the required loan documents from the beneficiaries and submission to the assigned bank branches for immediate loan processing
  • Facilitate execution of loan documents, post loan approval
  • Report regularly to the District Level Coordinator about the progress of activities on a defined schedule or as and when required
  • Perform the duties of a Social Mobilizer by working with banks and local government bodies to conduct awareness programs for the NRA Housing Loan Programme, in particular, and promote financial literacy, in general

Reporting:

The Local Level Coordinators will report to the District Level Coordinator- Housing Reconstruction Project.

Minimum Qualifications and Experiences:

  • Basic Knowledge of banking and financial sector of Nepal
  • Skills to coordinate with different types of stakeholders
  • Knowledge of the local unit including its landscape, communities, etc
  • Effective communication skills in Nepali and English including public speaking and making presentations
  • Working experience of a minimum of 2 years in financial/ development sector
  • Working experience with International Development Partner/ Donor/ Development Project shall be added advantage
  • Bachelor’s Degree in Economics/ Management/ Rural Development
