Local Coordinator in Equity in Education

Technical Support Cooperation to the School Education Sector (TECSES) is a teacher education project in Nepal, supported by Finland and the European Union. The project is implemented by HY+, a company fully owned by the University of Helsinki that offers continuing education and development services.

TECSES aims to improve teacher education through collaboration with Nepal’s Ministry of Education, Science and Technology (MoEST), as well as provincial and local governments, and universities. The project places particular emphasis on promoting equity and inclusion in education.

TECSES will be implemented at the level of both policy and practice. At the policy level, the project will support the development and strengthening of teacher education for both pre- and in-service teachers, in partnership with the MoEST and universities. At the practical level, TECSES will work with provinces, local governments, and schools to strengthen teacher support systems, improve teachers’ pedagogical skills, and support school improvement to make learning more inclusive and equitable for all children. 

We operate in Karnali, Sudurpashchim, and Madhesh provinces.

Focusing on human rights, progressive values, expertise, and sustainability, TECSES works to ensure access to quality education for every child.

TECSES is funded by Finland and the European Union and will run for five years, from 2024 to 2029.

Primary purpose of the position:

The purpose of this position is to support LGs in Karnali Province and its Local Education Units to build their capacities on equity in education so that they can support head teachers, teachers and schools to apply equity policy in basic education in their municipality.

Local Coordinator reports to CTA via provincial coordinator

Areas of responsibility

Responsibilities 

  • Collect basic data on the disadvantaged populations in the municipalities of the project area, and through interviews with students, parents and teachers and compile a report on their perspectives; 
  • Awareness building: Support education units to understand the meaning equity and of what “Leave No One Behind” means in the education system; plan and conduct capacity building activities, e.g. by organizing series of interactive workshops, in-house seminars, etc.; 
  • Material development: Support education units in preparing different materials and training packages to use to support teachers and schools; 
  • Accompany local education staff to school visits and raise equity issues with the educators; 
  • Identify organizations in the project area which represent disadvantaged* populations and seek collaboration with them. Learn what solutions they propose for improving equity and decreasing inequalities and take these forward; 
  • Proactively promote that equity issues are included in the programs of municipal and provincial level education seminars and conferences; 
  • Organize trainings as per requests from local education units and schools;
  • Collect programmatic data, compile and analyze as required. Prepare programmatic report and submit to Project lead as per need.
  • Engage in school level teacher professional support and mentoring through LEU and teacher education circle.
  • Support to strengthen municipal education offices for creating inclusive and pedagogical classrooms setting and mentorship.
  • Participate in provincial level university during inclusive teacher education curriculum and course designing process.
  • Update and documents provincial level ongoing activities
  • Coordinate and facilitate municipal level and school level joint monitoring support visit.
  • Facilitate and support to form/reform of teacher roster trainers at Karnali provincial HRDC teacher education training unit and LEUs.
  • Participate and regular follow up of ongoing inclusive teacher training organized by PETC and LEUs.
  • Represent municipal and school level meetings.

Other duties as considered necessary by the Line Manager

Qualifications

  • Minimum Bachelor´s level in education, sociology, or similar; special training courses in equity, gender equality, disability, multilingual intercultural education, or the kind; 
  • At least five years of similar work experience in a relevant sector 
  • Experience in working with disadvantaged groups; 
  • Experience in capacity building; 
  • Fluent in Nepali and English and conversant in at least one local language of Karnali.

  • Good organization and planning skills 
  • Experience working cross-culturally 
  • Sensitivity towards gender, sexual, ethnic/race, cultural identities 
  • Self-motivated person able to work with little supervision 
  • Demonstrate commitment to teamwork with a high degree of integrity and confidentiality 
  • Good computer skills
