Street Child is an international charity based in the United Kingdom that aims to create avenues for out-of- school children to access education by through an integrated approach that strengthens the capacity of teachers, schools and communities to sustain their investment in the education for their children.

Following the devastating earthquakes in April and May 2015 that left more than 1 million children out of school and destroyed or damaged over 50,000 classrooms, Street Child UK expanded its operations into Nepal to assist local partners to re-establish education in some of the country’s worst affected communities. 

With the support of DFID, it is now implementing education and livelihood program targeting marginalized girls in Mahottari, Dhanusha, Siraha, Saptari and Sunsari districts in Nepal.Street Child of Nepal is therefore calling applications in following position for the implementation of its new program:

Position: Livelihood Specialist 
No of Position: One
Reports to: Programs Manager
Location: Janakpur (including frequent field visits)
Working Hours: Monday-Friday, 9:00am to 5:00 pm 

Objective/Purpose of the Position:

The primary roles and responsibility relating to this position is to lead the market research and develop & implement methods of improving the standards of livelihoods in the DFID funded projects viz. “Breaking the Bonds” and “Marginalized No More” being implemented in Dhansuha, Mahottari, Saptari, Siraha and Sunsari districts. The incumbent is responsible to devise the mechanisms to ensure that deserving beneficiaries of the project are transitioned into sustainable means of livelihood as the part of Livelihood Support Programme (LSP). The incumbent should also be adept at designing and conducting market surveys assessments to identify the current market trend, emerging markets or sectors, resource mapping, analyse the trend and devise programmes that will allow for optimum livelihood sustainability at community and local level. The ToR outlines the need to conduct assessments and formulate strategies for developing and implementing a livelihood program in working with the targeted marginalized beneficiary groups.

Key Responsibilities:

  • S/he will be primarily responsible to design, development and the implementation of the livelihood component such as Market research, teaching and learning materials for training to (i) employers and (ii) beneficiaries, and training manuals for Community advisors (CAs) of the DFID-funded projects viz. “Breaking the Bonds”and “Marginalized no More”
  • S/he will also be responsible to conduct the pertinent training and orientation required to train and coach the Community Advisors to disseminate the knowledge of effective livelihood means
  • S/he will be responsible for setting community training spaces and implement satellite training within the communities
  • Undertake planning, implementation and monitoring of market-linked livelihood interventions in the project districts geography in close coordination with the Programs team and Monitoring & Evaluation Team
  • S/he will conduct detailed response options analysis to identify the most appropriate programme intervention(s), and design and deliver early-stage programme design and plans of action–including associated tools–as appropriate
  • Conduct market survey, community advisors and employers to identify the ongoing market trends/emerging sectors and gaps
  • Undertake capacity building initiatives (formal and informal) with regards to the livelihood programme for beneficiaries, consortium organization members, government counterparts and the Street Child of Nepal team
  • Coordinate with Inclusive Education Specialist (IES) to transition beneficiaries from Accelerated Learning Programme into LSP
  • Identify potential employers and coordinate with the Child and Gender Protection Specialist to provide orientations and trainings to create a safe, inclusive and non-discriminatory work environment
  • Lead the transition of the girls into employment and enterprise with the financial literacy and cash management model at the core of the transition
  • Develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met
  • Monitor the field-level activities and prepare weekly, monthly, quarterly and yearly reports relating to the Learning and Training activities of the project
  • Coordinate and liaise with local authorities, provincial, district-level government authorities for monitoring visits, research institutes, various non-governmental agencies, government bodies and clusters at base level
  • Increase awareness, advocate for and strengthen livelihood coordination capacity of the relevant local Government based on capacity assessment.
  • S/he will be responsible to deliver weekly, quarterly and yearly reports on all activities relating to the livelihood programme
  • Oversee and manage the support, training and development of relevant staff and volunteers in the livelihood programs
  • Ensure that knowledge transfer between programmes and relevant partners is achieved, by documenting best practice/lessons learned as appropriate for the current programme and for future use
  • Coordinate with consortium members for smooth functioning of the programme

Required Qualifications:

  • Master’s degree in Agriculture, Social Science, Management or related field combined with extensive experience in similar responsible position in rural community is considered as equivalent
  • At least 5 years of work experience in a field related to livelihoods, good governance, and planning or project management
  • A mix of emergency food security and vulnerable livelihoods and long-term/resilient livelihood program planning and implementation experience in South East Asia
  • Good understanding of livelihoods programming including advocacy and policy in Nepal
  • Excellent facilitation and communication skills
  • Livelihood assessment and strategy development skills. Experience in developing strategies for program that are in transition from humanitarian to long-term development would be a plus
  • Computer literacy, particularly in Microsoft packages (Word, PowerPoint, Excel etc.)
  • Demonstrable experience of working on livestock support interventions
  • Demonstrable experience of working on market related component of livelihood such as value chain management etc
  • Good understanding of the sustainable livelihoods approach and related issues
  • Good understanding of and commitment to linking humanitarian programme design with longer-term community-based institution building and livelihoods approaches
  • Ability to analyse complex development / humanitarian contexts, monitor change and translate into appropriate strategic planning and advocacy
  • Demonstrated experience of integrating gender and diversity into long term livelihood & emergency response programmes
  • Training and counterpart development skill
  • Demonstrated collaborative approach including working with Government officials with good negotiation skills, diplomacy and tact
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situation
  • Experience of working effectively with international agency preferably in the Terai region of Nepal. Familiar with the context of the Terai region and fluency in writing and speaking Maithili language is essential.
  • Good written and spoken English and Nepali
  • Flexibility and ability to work under pressure and meeting deadlines in changing situations
