HURAC is a non-profitable non-governmental organization working in Rolpa district for more than/since 20 years in the field of Human Rights, Advocacy, Education, Livelihood, Child Protection and Accountability. HURAC has aimed to promote peace, stability and sustainable development in Rolpa. HURAC has previous working experiences collaborating with different Civil Society Organizations (CSOs) and government authorities for improving livelihoods and human rights of marginalized and vulnerable communities such as children, women including single mothers, youths, people/Children with disability and senior citizens, Dalits and ethnic minorities. HURAC, Nepal child safe guarding policy with high importance and commits and rigorous procedures to ensure all our programs are safe for children. Candidate will be, therefore, subject to strict background checks.  

HURAC hereby invites application from interested and qualified candidates for the following full-time positions for the Stromme Foundation funded programme- Socio-Economic Empowerment with Dignity and Sustainability of Rolpa district. The goal of project is by the end of 2023, 1100 Households marginalized community people enjoyed dignified life" through the provision of strengthening public sector and civil society, inclusive quality education and stable livelihoods and decent income options.

Location: Lungri Rural Municipality- Rolpa (Community Based Office)

Position Requirement: Livelihood Officer-1

Contract Period – 1 Year and possibly renewal

The position holder will be responsible for working closely with the Executive Director and Programme Coordinator and other related stakeholders to create enabling environment and to facilitate/support in the programme implementation process to ensure the livelihood/income generation related activities are accomplished effectively and efficiently within the set of time. 

Qualification and experiences:

Bachelor’s degree in Agricultural/Vet Sciences with 2 years of relevant experiences or Master’s degree in any disciplines with 1 year of experience in livelihood/income generation and micro enterprise through value chain development approach.  

Key responsibilities; 

Programme planning and budgeting

  • Conduct and ensure community consultation with key stakeholders and beneficiaries for assessment, planning and designing the livelihood and TVET initiatives
  • Ensure proper data collection, documentation and dissemination on livelihood/IGA and micro enterprises issues regularly
  • Support for making district and RM level project plan with references of agreed Livelihood themes, activities on monthly, quarterly basis

Coordination, Collaboration and Networking

  • Coordinate and collaborate with RM level stakeholders, beneficiaries, media, other programme teams within organization and other service providers
  • Ensure organizational visibility and sustainability in the community level. 
  • Participate in different networks and forums and coordinate at the community level likeminded organizations for resource maximisation. 
  • Harmonize, facilitate and ensure to integrate the programme components at community levels 
  • Work actively for different working committees and task force group formed under SF and PNGOs
Programme implementation

  • Implement the activities having quality output in field level
  • Support to programme team for making effective livelihood activities implementation.  
  • Support to farmer groups for developing their action plan on livelihood promotion
  • Maintain proper database, filing and documentation system and their management in the office.  
  • Facilitate target community for the local level advocacy to increase resource allocation to livelihood theme 
  • Lead to convene community level programme activities as assigned under the program and organizational provisions in programme area; and communities.
  • Provides day-to-day supervision of field staffs and farmer groups

Programme review and monitoring

  • Frequently visit the programme areas for supervision and monitoring the field level activities 
  • Prepare and submit event wise reports to Programme Coordinator 
  • Monitor the regular activities of livelihood and ensure for the involvement of line agencies of livelihood related, community to review program periodically
  • Participate in the programme review and planning meeting with project team to review planned activities of that month along with challenges faced and lesson learned monthly
  • Support to conduct social audit and public hearing

Programme reporting and documentation

  • Prepare monthly events report and submit to Programme Coordinator updating the information related to the programme in RM level 
  • Collect case studies/success story, action photos, learning, and challenges for the program documentation
  • Share the field visit reports to the line manager with area to be improved and betterment
  • Work closely with MEAL officer to ensure the programme progress is in track and quality set in the project are met
  • Initiate corrective actions based on the feedback from MEAL officer
  • Must follow the child safeguarding policy of HURAC and Stromme Foundation
