Child Safeguarding

The responsibilities of the position require to have regular contact with or access to children or young people. The Livelihood officer will have to fully follow the norms, process of child protection policy of the Community Development Centre, Nepal and CARDSN.

Project Background

The Purnima-HOPE project has been implementing by CDC Nepal (Lead) and Community & Rural Development Society Nepal (CARDSN)in two Gaunpalikas– Naukund and Uttargaya of Rasuwa district. Purnima is a five-year programme funded by UK Department for International Development (DFID) managed by Mott MacDonald with overall objective of a long-term positive change in the lives of people in earthquake-affected district of Nepal. The HOPE project is contributing to the output four of Purnima project (Challenge Fund to ‘Leave No-one Behind (LNOB) in the reconstruction effort, and to restore and improve livelihoods, food security and access to services for the most vulnerable people: elderly, single women, persons with disabilities (PwD), internally displaced persons (IDP), and food insecure households. The CDC HOPE consortium project is designed for two year and has completed its one year in December 2019.

Job Purpose (Summary of Job): 

The Livelihood Officerwill provide technical support and guidance to Social Mobilizers/JTAsand target beneficiaries for agriculture, livelihood and entrepreneurship development initiatives so as to achieve project's output and make a significant contribution to increase income of the most vulnerable people. The Livelihood Officerwill directly report Livelihood Coordinator and support Field Coordinator to implement livelihood activities to improvetheir livelihood opportunities. This position will be based in Naukunda Rural Municipality (Rasuwa), support individual beneficiaries to establish on farm, off farm and non-farm activities as per their interest in coordination with the rural municipalities, ward offices (agriculture, livestock), government officials, and other key stakeholders.  

Scope of Role

The scope of this position is to implement and monitoringPurnima-HOPE project activities within the project framework especially for livelihood, income generation and enterprises development activities. S/He will responsible to implement the activities and ensure the quality of work, establish linkages and coordinate at local level/Rural Municipality/Ward offices. 

Job Responsibilities, Main Duties

Core Responsibilities & Duties

Planning and budgeting

  • Contribute to develop field level planning, monitoring in the rural municipality in consultation with Livelihood Coordinator, Field Coordinator and Program Manager
  • Prepare monthly plan and effectively implement the field level livelihood activities based on the project plan
  • Effectively facilitate with the field team in identifying vulnerable people for livelihood opportunities which enhances their skills and income to bring positive changes of the most vulnerable people
  • Assess the availability of government agriculture services and identify possible agriculture and livestock interventions that could be linked with the project activities
  • Identify and promote most suitable varieties and species of crops and vegetables that adapt better to the local environment
  • Provide technical assistance to the community to improve sustainable agriculture practices and increase vegetable and livestock production and reduce poverty
  • Promote most suitable breeds of livestock and poultry, and fodder species that adapt better to the local environment
  • In conjunction with the project value chain team, advise farmers on how to look for new markets for their products

Implementation

  • Identify needs of the target groups for livelihood and enterprise development and other activities in working areas
  • Implement the planned project activities effectively to ensure the quality of work
  • Closely monitor all the activities implemented to enhance skill of beneficiaries and achieve project results
  • Identify project target beneficiaries, facilitate for start-up support and other vocational training as per need of vulnerable people in the communities 
  • Develop concept note, event report, training report, case story, progress report, monthly updates of livelihoods activities, and other reporting as required
  • Support and facilitate field staff for assessing livelihoods support in identified areas/people 
  • Support and facilitate appropriate and relevant training/capacity building of staff and volunteers involved in livelihoods activities

Monitoring and Review

  • Work closely with social mobilizers/JTA and support line managers in close coordination with rural municipality/ward offices
  • Regular field visit, monitoring of field activities and ensure the quality and results
  • Ensure that farmers' interests are addressed and feedback is reflected
  • Verify data and support to MEAL Manager with appropriate information of field level activities
  • Ensure all visit and training reports within a week of accomplishment
  • Ensure that lessons learnt are well documented and shared among the project team

Coordination, Collaboration and Networking

  • Support, facilitate, and eventually lead internal livelihoods-related coordination meetings
  • Support, facilitate, and eventually lead external livelihoods-related coordination – representing organization in coordination meetings with key stakeholders 
  • Raise awareness of livelihoods concepts and programming options among organization’s multidisciplinary staff at project areas
  • Assess possibilities of resource sharing with GOs/ NGO's in local level
  • Coordinate and participate in Rural municipality level/ward level meetings and share project's objectives, plan, progress and mandate

Occasional Significant Duties

  • To follow the code of conduct of organization and other policies
  • Ensure use of tools and template at the Palika and ward offices
  • Collect and compile routine data and provide feedback to Subordinates
  • Participate in intensive monitoring visit along with project team
  • Support to prepare individual field trip report, monthly work plan, collect and maintain file for reference
  • Prepare program update, presentation for sharing during the meeting and workshop
  • Disseminate program related message in different forum and through media in consultation with line supervisor
  • Carry out other duties assigned by Program Manager and Livelihood Coordinator

Job Specification ( Minimum Job Requirements)

Education 

  • Bachelor’s degree ( Agriculture, Livelihood nutrition or other relevant field 

Total work experience in any area (In Yrs)

  • 5 Years' experience in development sectors specializing in 3 years in Livelihood/ Agriculture

Relevant Work Experience

  • A minimum of 2 years’ experience (for Masters) in development organizations or I/NGOs

Skills, Attitude and Behavior

  • Strong interpersonal and communication skills with an ability to consistently work with a diverse range of stakeholders
  • Skillful in collaborating, networking and negotiating with Government line agencies
  • Strategic thinker; able to guide and supervise the field team and implement the planned activities
  • Seeking to model the CDC/CARDSN mission, vision & values
  • Proactive and enthusiastic to utilize every opportunity to strengthen CDC/CARDSN relationships
  • Ability to work under pressure and meet deadlines
  • Fluent in English and Nepali language (written and spoken)
  • Excellent computer skills(Windows, Excel, PowerPoint)
  • Skill to deal with visitors/donors
  • Most have motorcycle driving license

Decision- Making & Authority

CDC-Nepal in consortium with CARDSN have been implementing PURNIMA-HOPE project funded by DFID and managed by Mott MacDonald in Uttargaya and Naukunda Rural municipalities of Rasuwa District. The Livelihood Officer will act a representative of livelihood program in Naukunda as instructed by Program Manager.
