Junior Provincial Coordinator

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable candidates to work with Renewable Energy and Energy Efficiency Programme (REEEP)- Green Recovery and Empowerment with Energy in Nepal GREEN.

REEEP-GREEN is a technical cooperation project agreed between the Government of Nepal (GoN) and the Federal Republic of Germany. With support of GIZ on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ) and co-financed by the European Union, REEEP-GREEN is executed by the Ministry of Energy, Water Resources and Irrigation and sets out to improve the preconditions for planning and implementation of measures for the promotion of renewable energies and the efficient use of energy in Nepal. The main objective of REEEP-GREEN is to create the regulatory, institutional, and private-sector conditions for disseminating renewable energy and improving energy efficiency in Nepal. REEEP-GREEN uses a multi-level approach consisting of five output areas: Output 1: Policy- Institutional and Regulatory Framework for Renewable Energy (RE) and Energy Efficiency (EE) at National Level; Output 2: Institutional Frameworks for RE and EE at Subnational Levels; Output 3: Sustainable Market Development for RE; Output 4: Dissemination of Results in the field of RE and EE; and Output 5: Energy Efficiency in Industries and Enterprises.

Duty Stations: Nepalgunj, Dhangadhi and Birendranagar

Duration: January 2020 to June 2022

Responsibilities:

  • Support in strengthening public services in selected municipalities with a strong focus on disadvantaged groups’ access to services
  • Facilitate capacity development needs assessment and action planning for municipal-level stakeholders and organisations in charge of service provision
  • Support in organizing peer-learning workshops and trainings as well as study visits and networking events among municipalities
  • Assist the provincial coordinator in preparing the operational plan and its coordination with local and provincial stakeholders
  • Prepare and regularly update profiles of provinces and local governments
  • Maintain calendar of events of project
  • Conduct regular field visits, collect and compile data from the field; monitor progress of the project activities and support preparation of periodic progress reports
  • Collect case studies from the field and contribute to produce reports
  • Support financial management and administrative tasks in the CD-SG provincial offices in coordination with the Finance/Administration Officer 

Required qualification and experience: 

  • Bachelor’s degree preferably in public administration, social science, urban development or any other relevant field
  • 3-4 years of professional experience in a similar position
  • Intensive knowledge of local governance capacity development context
  • Actual knowledge of ongoing government restructuring and reform processes related to federalism
  • Ability to work in a diverse and geographically disperse team
  • Openness to change and ability to deal with complex situations and challenges
  • Excellent communication skills in English and Nepali (both written and verbal)
