Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable and qualified individuals for Support to Health Sector Strategy II(S2HSS II) and Support to GESI strategy (S2GESI) from July 2024 to June 2027.

Nepal-German bilateral programme “Support to the Health Sector Strategy II (S2HSS II)”, led by the Federal Ministry of Health and Population (MoHP) and supported by GIZ on behalf of the Federal Ministry of Economic Cooperation and Development (BMZ), is providing technical assistance closely aligned with the Nepal Health Sector Strategic Plans and GESI Strategy for health sector.

The overall goal of S2HSS II is to enhance the institutional capacities of the state actors in health system responsible for the social health protection and healthcare management of the population, in particular the Ministry of Health and Population (MoHP), the Health Insurance Board (HIB) and municipal health authorities to implement the Nepal Health Sector Strategic Plan 2023 to 2030 adopting a multi-level and multi-sectoral approach.

S2HSS II covers the three major areas of work in Nepal:

Social Health Protection: Enhancing the institutional capacities to guarantee the financial sustainability of the national health insurance scheme run by HIB.
Health System Governance and Management: Improving evidence-based health sector management with the collaboration of representatives from vulnerable women and marginalized groups.
Digital Health: Enhancing the institutional capacities of state actors to network digital information systems within the health service.

S2GESI project covers,

Mainstreaming of gender equality and social inclusion in the health sector.
Reducing demand-side barriers for the access to health services for women and marginalized groups in selected municipalities.
Reduced supply-side barriers to accessing health and health related social services in selected municipalities.

Responsibilities:

The position holder will support the effective implementation of Output 2 of S2HSS-II on Evidence-based Health Management. The aim of this assignment is to advise and facilitate partner municipality and relevant stakeholders on their capacity development needs in the areas of health system strengthening focusing strategic objectives of NHS-S_ 2023 – 2030 and GESI Strategy for Health 2023.

The position holder is responsible for:

Coordinate and manage the implementation of project related activities at municipality.
Provide technical assistance to municipality on basic health service (BHS) Implementation, evidence-based planning and budgeting and social accountability in health sector.
Provide technical assistance to municipality on implementation of GESI in health sector strategy.
Liaison with relevant divisions and departments of municipality and health development partners related to BHS implementation, Social Accountability in Health Sector (SAHS), Gender Responsive Policy Planning and Monitoring at local level.
Contribute to knowledge management and represent S2HSS II in relevant partnership forums and networks within municipality.

Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.

Qualifications:

Master’s degree or advance degree in Public Health, Health Science with minimum one year of experience/ or bachelor’s degree in public health/ health science with minimum three year of experience.
At least 1-year professional experience in a comparable position at sub national level or similar positions having working experience with government officials at sub-national level.
Good knowledge on Public Health programme, Evidence-based planning, Social Accountability networking, gender responsive budgeting, Tools, and GESI approach and fair understanding of local governance and federalism in Nepal
Demonstrated previous experience of local governance working with GoN authorities at national and sub-national level.
Demonstrated expertise in managing diverse stakeholders and promoting consensus.
Experience working with international development partners and NGOs.
Good working knowledge of ITC technologies and computer applications (e.g. MS Office)
Fluent written and oral knowledge of the English and Nepali language
Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
