Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable and qualified individuals for Support to Health Sector Strategy II (S2HSS II). GIZ is supporting the Ministry of Health and Population (MoHP) to implement the Nepal health sector strategic plan through S2HSS II. The overall goal of S2HSS II is to strengthen the capacities of the institutions responsible for social health protection and healthcare provision of the population. S2HSS II covers three major areas of work in Nepal:

  1. The institutional capacities to guarantee the financial sustainability of the national health insurance scheme run by HIB are enhanced.
  2. Municipal evidence-based health sector management has been improved with the collaboration of representatives of vulnerable women and marginalized groups.
  3. The institutional capacities of state actors to network digital information systems within the health service have been enhanced.

Position: Junior Finance and Administration Officer
Duty Station: Biratnagar

Responsibilities:

  • Ensure smooth function of Biratnagar REEEP office in day-to-day operations, management and financial issues
  • Work closely in coordination with REEEP Finance and Administration team Kathmandu
  • Support preparing and controlling of vouchers for banking transactions, recording of banking transactions in the GIZ system
  • Collect original VAT invoices, and TDS deduction on payment if and when required
  • Responsible for Petty Cash handling at the Biratnagar Project Implementation Unit (PIU) office
  • Support in the preparation of contracts documentation in coordination with the Finance and Administration team of REEEP Kathmandu
  • Support in the procurement of materials, goods and services
  • Assist in managing and updating assets and inventory and forward the accurate information to Kathmandu office and support in insurance of assets of Biratnagar Office
  • Support national/international experts, visitors, and consultants with all issues related to administration
  • Support to organize workshops/seminars/trainings, meetings, and any other programme as and when required including logistics support for preparation/implementation in Koshi Province 
  • Support PIU colleagues in Sudoorpaschim Province to organize different events and activities 
  • Support in the arrangement of field visits, travel logistics, and settlement of travel advances
  • Maintain filing system in accordance with GIZ rules, regulations, and data management system
  • Oversee vehicle management and maintenance of vehicles, maintain logbooks, and legal documents of vehicles like blue book renewal, insurance, etc.
  • Support in the settlement of consulting contracts, local subsidies, and financing agreements
  • Support the supervision of cluster coordinators (consultants): maintain a database of all cluster coordinators in Koshi Province and Sudoorpaschim Province regarding their travel, working hour, working days, and other field-level activities
  • Carry out any additional tasks assigned by the supervisor

Required qualifications and experience:

  • Bachelor’s degree in management, public administration, business studies/business administration, or similar qualification
  • At least 3 years of total working experience in finance and administration in similar position
  • Good understanding of the Government of Nepal tax/VAT regulations and policies
  • Strong coordination, communication, and interpersonal skills
  • A good team player and works in diverse teams  
  • Ability to work under pressure and multitask
  • Excellent knowledge of MS Office
  • Excellent communication skills in both English and Nepali (both written and verbal)
