Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable professionals for the Project “Renewable Energy and Energy Efficiency Programme - Green Recovery and Empowerment with Energy in Nepal (REEEP-GREEN)’’. REEEP–GREEN is a technical cooperation project agreed between the Government of Nepal (GoN), the Federal Republic of Germany and the European Union. With the support of GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union, the project is implemented by the Ministry of Energy, Water Resources and Irrigation. The project sets out to enhance planning and implementation conditions for measures that promote renewable energy and energy efficiency in Nepal. 

The project focuses on five key areas:

  • Strengthening institutional and regulatory frameworks for RE-EE at the national level.
  • Establishing participatory frameworks for RE-EE promotion at the subnational level.
  • Support LGs for energy baseline and MEP preparation.
  • Enhancing private sector capacity for RE market development.
  • Advancing climate-friendly technologies for electric mobility and cooking in the Pokhara-Bharatpur-Butwal/Siddharthanagar triangle.
  • Demonstrating the profitability of EE measures in industries and businesses.

Position: Junior Advisor (Socio-economic Development)

Duty station: Manebhanjyang Rural Municipality Office, Okhaldhunga district of Koshi Province

Responsibilities:

  • Work as a key liaison between the Local Governments (LGs), the Provincial Governments (PGs) and REEEP-GREEN program to ensure smooth operation of Renewable Energy and Energy Efficiency (RE-EE) activities.
  • Support LGs for policy framework, energy unit set-up/strengthening and energy development sub-committee (EDSCs) formation.
  • Support LGs for preparation of municipality socio-economic development plan, energy plan (annual energy activities planning), budget preparation, implementation and quality monitoring.
  • Support LGs for organizing stakeholder meetings, policy consultations and capacity development events.
  • Support LGs for project identification, RE-EE scoping, demand generate/collection and application preparation in different RE-EE technologies.
  • Support LGs for RE-EE promotion in assign LGs as well as additional LGs of the respective provinces.
  • Coordinate Development Partners (DPs), Service Providers (SPs) and Stakeholders for promotion of RE-EE at sub-national level.
  • Support field level activities implementation as per Annual Operation Plan (AOP) of REEEP-GREEN in the respective LGs.
  • Conduct field visits, interact with LGs, EDSCs, Infrastructure Development Committee (IDC) for reviewing progress, planning and exploration new activities in RE-EE.
  • Support LGs identifying intervention areas of RE-EE in socio-economic development activities,potential entrepreneurs and measures for supporting.
  • Support LGs for scope studies, business potentiality assessment and exploration of RE-EE power socio-economic development activities with focus to women and marginalized people.
  • Support LGs wider exploration of Productive Use of Energy (PUE) in the socio-economic development sector linking local context and raw material’s availability.
  • Support entrepreneurs for orientation, counselling, business assessment, business plan preparation, registration and skill assessment/development activities.
  • Support Capacity Development (CD) of LGs, Capacity Need Assessment, design relevant measures on RE-EE and Socio-economic activities promotion.
  • Coordinate with potential Business Development Service Providers (BDS) and Financial Institutions (FI) for RE-EE power enterprise’s required services.
  • Support RE-EE power enterprise’s product diversification and value addition for sustainable market linkage.
  • Support to coordinate LGs for exchanging the best practices and sharing experiences through organizing events.
  • Support LGs ensuring the GESI and marginalized groups participation in RE-EE planning and implementation.
  • Coordinate with REEEP-GREEN program for timely achievement of program indicators and collect required documents/data as per the program indicators.
  • Support LGs and PGs for collection of RE-EE and socio-economic data collection, update and reporting
  • Other activities assigned from GIZ/REEEP-GREEN.

Required qualifications and experience:

Educational Qualifications:

  • Bachelor’s degree in social science, rural development, economics or equivalent in any other subject. Master’s degree is preferred.

Professional Experience:

  • At least 3 years of proven working experience in the RE-EE power socio-economic activities promotion.
  • Experiences on RE-EE Power Socio-economic potentiality studies with focus to local opportunities, women and marginalized people.
  • Experiences of working on local energy planning, implementation and monitoring of RE-EE, resource mobilization, RE studies, productive use of RETs.
  • Experience in policy framework support to LGs and PGs for RE-EE promotion.
  • Knowledge of the implementation of RE-EE related projects at a sub-national level.
  • Working experience with GIZ/energy programs will be an advantage.

Language Proficiency:

  • Fluent in English with strong proficiency in business and professional communication.
