Financial Sector Stability Programme (FSSP) is a Technical Assistance program funded by Foreign, Commonwealth & Development Office (FCDO) UK, aimed at improving financial sector resilience and supporting financial sector development.

FSSP works with financial sector stakeholders such as the Ministry of Finance (MoF), Nepal Rastra Bank (NRB), Nepal Infrastructure Bank Limited (NIFRA), State-owned banks and Securities Board of Nepal (SEBON), among others. The programme is being implemented by PricewaterhouseCoopers Private Limited (PwC) and the current mandate of the programme is up to March 2022 with possible extension till March 2023.

Required Qualifications and Experience:

  • Master’s in Business Administration, Information Technology or other relevant field
  • At least 5 years of relevant work experience
  • Knowledge of Software Development Life Cycle process is a must
  • Should have worked end-to-end on at least one large scale IT implementation project (preferably in Government setup)
  • Prior experience of working with BFIs and related government stakeholders would be an advantage
  • Understanding of risks (and their prevention/ mitigation) associated with introducing ICT solutions to a paper-based environment. 
  • Strong analytical, oral, written communication and inter-personal skills in English and Nepali. 
  • Strong report writing skills

Note: This is a full-time position to be contracted initially till March 2022, with possibility of extension till March 2023. 


Job Description

Supervisory Information System (SIS) is developed for NRB with the objective of addressing various issues associated with regular collection of data from BFIs and creating a one-window platform for collecting, monitoring, securing, analysing and publishing such data. 

For making SIS more stable and sustainable, further focus and effort is needed in certain areas. These areas include fixing of issues in the existing functionalities, develop additional functionalities, engaging with BFIs on regular and sustained basis to improve filling compliance and streamline helpdesk and support process for SIS. In this regard, FSSP seeks to engage a competent resident IT Programme Manager for supporting SIS operationalisation and adoption.

Specific Duties and Responsibilities

  • Project management support for implementing the SIS
  • Organize weekly calls to monitor the progress and publish fortnightly SIS progress
  • Responsible for requirement gathering (functional, system, technical) for features yet to be incorporated in SIS and facilitation of UAT
  • Monitor the bug tracker and work with NRB and the SIS developer to resolve the open issues including the offsite / onsite module
  • Support NRB in testing the resolved Mantis issues and enable closure
  • Liaise with the system developer and NRB to oversee the training modules for NRB staff and BFIs and facilitate capacity building
  • Support in developing capacity building plan for NRB and BFIs. Coordinate with the stakeholders to ensure that capacity building programs are completed as per the agreed plan
  • Support in documentation by reviewing the user manuals, FAQs and installation guide from content, language, usability and completeness perspective
  • Facilitate in developing and designing the mechanism of L1 and L2 support and the execution plan
  • Facilitate capacity building for understanding, maintaining and creating taxonomy, master data changes and developing input forms
  • Liaise with the SIS developer and IT infrastructure provider to define the roles and responsibilities of each and streamline the support mechanism
  • Facilitate in the capacity building of NRB IT team to monitor the application server, address operating system issues, maintain the oracle database, data replication and backup
  • Work with NRB and management of BFIs to improve filling compliance through SIS and increase the adoption of SIS. This may include working with all the stakeholders to address challenges faced by BFI users.
