1. Background
The Subnational Governance Program in Nepal (SNGP) is implemented through a strategic partnership between the Australian Government and The Asia Foundation. The program's goal is to promote an enabling environment for a stable, effective, and inclusive subnational government in Nepal that addresses the health and economic security of all, including women, persons with disabilities, and other marginalized groups.
In its eighth year, the program is now entering a phase of consolidating and showcasing its learning and impact. This includes documenting insights from partner organizations and the SNGP team and transforming these into compelling communication outputs.
To support this, the program seeks a consultant to anchor communications and outreach efforts and provide technical oversight ensuring that learning is systematically captured, shaped into high-quality content, and effectively disseminated to relevant audiences.
2. Objective
The objective of this role is to design and implement a coherent learning and impact communications approach that transforms program evidence, reflection, and experience into compelling narratives and products, supporting knowledge sharing, strategic outreach, and institutional learning within and beyond SNGP.
3. Relationship
Work in close coordination with SNGP team, the Impact and Learning team, program staff, partners and relevant colleagues across The Asia Foundation.
4. Requirements
Education: Master’s degree in journalism, media studies, mass communication, development studies or related discipline.
Experience: Minimum five years of relevant experience in development communications, public outreach works , journalism, or related field.
Other: Knowledge of Nepal political, economic, and social context. Excellent communication and interpersonal skills in English and Nepali, and ability to harmoniously interact with people from a diverse cultural and professional backgrounds. Time management skills. Ability to work under pressure and multitask. Analytical and writing skills. Attention to detail. Willingness to travel to districts across the country. Ability to work independently and in a team environment.
5. Scope of Work
The consultant will work as part of the Strategic Communication Unit and in close collaboration with the Impact and Learning team to anchor the Impact and Learning Communication initiative, ensuring effective planning and implementation. This includes developing a communications plan aligned with learning objectives, designing practical frameworks for capturing stories of impact and learning, and supporting the development of content across a range of formats. The role will also facilitate coordination among program teams, partners, provincial coordinators, and strategic partner municipalities; lead outreach and visibility efforts; monitor progress against communications objectives; and work closely with the Impact and Learning team and SNGP team members to advance learning-focused communications. In addition, the consultant will support program partners in their own impact and learning initiatives, including the development of timely, effective communication materials and outreach activities.
A. Planning
Anchor and lead the implementation of the communications and dissemination plan by:
Creating a comprehensive communications and outreach plan aligned with program learning and impact documentation objectives.
Developing a content strategy and editorial calendar for both the SNGP team and partner organizations.
Formulating a story development toolkit for program teams and partners, including story templates impact, learning, case study), interview guides, and content submission formats.
Supporting the monitoring and evaluation of the progress toward communication objectives as outlined in the plan
B. Content Curation
Work closely with program teams and partners to ensure the identified stories, learnings, and evidence align with the overall messaging as per the communications plan.
Oversee production of learning and impact content across agreed formats (e.g., written stories, briefs, blogs, or visual summaries).
Identifying and supervising consultants or vendors responsible for crafting stories and other communications products.
C. Compliance, Coordination, and Outreach
Ensure all content is clear, accessible, and audience-appropriate, consistent with SNGP messaging, tone, and branding, and compliant with The Asia Foundation and donor communications policies and protocols.
Work closely with the Communications team (for branding, compliance, accessibility, and dissemination) and the Impact team (for insight validation and framing).
Support partners’ learning and impact communication initiatives by advising on materials, messaging, and outreach approaches.
Identify opportunities for amplification, including events, campaigns, and digital dissemination, and advise on designing and tailoring content for different audiences and uses in collaboration with the Communications team.
Coordinate and manage the relevant and required vendors, consultants, including finalizing letters of agreement/grant agreements, monitoring implementation, and reviewing reports and deliverables.
6. Deliverables
Completed Communications & outreach plan.
Editorial calendar and process plan of content production.
Organized content repository, ensuring that the identified communications products are ready to be published, meeting all required standards.
Final synthesis notes capturing key learning themes emerging from stories, content performance reflections (where applicable).
Handover note with recommendations for sustaining communication and learning efforts.
