HR Manager

Nyaya Health Nepal (NHN) has been working to improve healthcare for underserved communities in partnership with the Ministry of Health and Population (MoHP) and municipal governments of Nepal since 2008. The aim of NHN is to build integrated care delivery systems, design and implement these interventions to scale a new model for healthcare in the country. 

At present, NHN works in two municipalities and four rural municipalities of Achham District, of Far-western Province. NHN operates Bayalpata Hospital at Sanfebagar Municipality, a Municipal Primary Health Center (PHC) at Chaurpati rural municipality and a Community Health Workers (CHWs) network in other rural municipalities to improve access to healthcare. The CHWs networks are integrated with hospital-based care via NHN’s own Electronic Health Record (EHR) network. ​

Nyaya Health Nepal community health care model aims to improve the public health by providing rural communities with effective health care services in their own home. This model has helped minimize the health risk of women, children, infectious and chronic disease patients. Community Health Workers (CHWs) are an essential part of NHN Community Health Program model. They provide community-based services through home visits and NHN community health care program is being scaled up on a district level. ​

NHN mainly focus on three components of municipal integrated health care model, identifying the need of local communities: 

  • Hospital based health care service 
  • Community based health care service 
  • Digital health care service 

 NHN’s work has been recognized globally, and most recently it received USAID’s HRH2030 Global Resilience Award for 2020 for its exemplary work in enhancing the effectiveness of rural health workers. ​

In the past year, despite collateral damage from the COVID-19 pandemic, NHN provided care to 151,943 patients who visited our hospitals. A further 128,730 people were served through our Community Health Workers.

Job Description

Nyaya Health Nepal is looking for Human Resources Manager (People Operations Manager) to advance our management systems and organizational culture and to oversee HR functions for Nyaya Health Nepal. HR Manager will be joining a team of over 200+ full-time staff at our clinical and administrative hub in the Far-West, Bayalpata Hospital. Applications are being accepted on an immediate, rolling basis.

We are looking for a People Operations Manager who will oversee the HR Operations of the organization.  Strong preference will be given to those who can prove they can operate in fast-growth environments with limited resources.

Must-Have Qualities:

  • Commitment to NHN Culture & Vision: The People Operations Manager is the primary ambassador and advocates for NHN’s Culture Code org-wide. They need to lead by example in their own conduct, hold others accountable when they fall short and have an unshakeable commitment to the culture we are trying to build even in the face of resistance and doubt.
  • Superior Systems-Building Skills: The People Operations Manager is charged with designing, executing, and coaching others on smart systems (i.e. Asana, RigoHR, Office-360, SOPs, etc.), and so must be incredibly savvy in their ability both to design smart systems and train others effectively.
  • Excellent Time & Project Management Abilities: The People Operations Manager will have a large number of demands on their time and significant independence.
  • Courage: The People Operations Manager is responsible first and foremost for putting our patients first, and second, for putting the team as a whole above the self or any single individual. Difficult decisions will inevitably arise; the HR and Operations Manager must have the courage to do what’s best for our patients and best for the organization in every case.
  • Communications Savvy: The People Operations Manager must be great at communicating in both Nepali and English and excel in both in-person and digital communications

Big 3 Responsibilities:

  • Ensure implementation of Human Resource Policy and Strategy of the organization.
  • Oversee all HR Operations and ensure continued improvement on them.
  • Ensure HR/Operations support for the hospital and for hubs to function efficiently.

Areas of Responsibility:

Ensure implementation of Human Resource Policy and Strategy of the organization.

  • Be part of HR decisions as an integral member of the organization's management tier, and offer HR-related insights during high-level discussions and decision-making processes.
  • Identify trends, opportunities, and needed changes in the organizations' HR strategy
  • Draft HR policies in line with culture code and identify strategies to implement the approved policies
  • Manage org-wide HR function with a commitment to excellence in exemplifying culture code and upholding our management model
  • Ensure development and execution of OKRs for all teams and lead to the accomplishment of the organization's overall OKRs.

Oversee all HR Operations and ensure continued improvement on them.

  • Lead org-wide recruiting and onboarding; facilitate performance appraisal and professional development of staff on a regular and as need basis
  • Build and manage grievance handling mechanism and execute the disciplinary actions in alignment with the manager
  • Maintain robust employee personal records files as per the office protocol, and ensure that the documentation is kept with the highest degree of confidentiality. 
  • Support other functions in building robust annual plans and their execution, including building annual budgets by providing input relevant to HR
  • Support team in development and execution of quarterly Goals and Key Results
  • Organize, and actively participate in the internal meetings and processes to support and guide in improving systems.

Ensure HR/Operations support for the hospital and for hubs to function efficiently.

  • Guide the district operations in organizational best practices to ensure legal compliance and organizational effectiveness.
  • Develop HR/Operations policies, guidelines, and SOPs and implement them once approved.
  • Ensure that the team is functioning in the greatest efficiency and stewardship in our project operations 

Other Expectations

  • Employee Contract Management on an annual basis
  • Prepare Payroll information (HR side by analyzing leave, attendance, and overtime record)
  • Support Finance for budgeting
  • Develop HR analytics and timely report to the line manager or other relevant team
  • Conduct different awareness/presentation sessions
