HR Campaign Finance Officer Assistant

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable and qualified individuals for Support to Health Sector Strategy II (S2HSS II). GIZ is supporting the Ministry of Health and Population (MoHP) to implement the Nepal health sector strategic plan through S2HSS II. The overall goal of S2HSS II is to strengthen the capacities of the institutions responsible for social health protection and healthcare provision of the population. S2HSS II covers three major areas of work in Nepal:

  1. The institutional capacities to guarantee the financial sustainability of the national health insurance scheme run by HIB are enhanced.
  2. Municipal evidence-based health sector management has been improved with the collaboration of representatives of vulnerable women and marginalized groups.
  3. The institutional capacities of state actors to network digital information systems within the health service have been enhanced.

Qualifications and Skills

  • Possesses a university degree in social science or adequate training and relevant work experience for the position

General Functions 

Under the direct supervision of the HR Campaign Finance analyst, the incumbent will assist with the following tasks:


  • Assist in undertaking analysis assessment of the situation of human rights (including gender and ethnic groups, minorities and marginalised communities’ issues) and the existing regulatory framework for political and campaigning finance, in line with international and regional standards for genuine democratic elections and national legislation paying special attention to possible misuse of state resources
  • Provide Nepalese election laws and all other national legislation relevant to human rights and political/campaign finance
  • Assist the HR & CF expert in understanding the political party landscape, campaign modus operandi, as well as of the election administration structure and the role of the judiciary in ensuring human rights and campaign finance
  • Assist in the monitoring of the enforcement and compliance with finance reporting requirements of political parties and candidates
  • Assist the expert in the monitoring of complaints and appeals related to human rights and campaign finances, the way they are dealt with by the competent authorities (deadlines, appropriate sanctions, enforcement mechanisms etc)
  • Participate in the preparation of LTO and STO meetings, briefings and debriefings, as required
  • Assistance in the preparation of weekly reports, the preliminary statement and the final report
  • Perform any other duty required

NOTE:

  • All positions are open to men and women with no discrimination
  • For all positions, a good linguistic competence (spoken and written) in both English and Nepali is mandatory
  • All candidates must have sufficient computer skills to operate with electronic mail, word processing, public presentation and spreadsheet software
  • Flexibility required. Work is expected on occasions both in the evenings and weekends or even public holidays
