BBC Media Action is the BBC’s international charity, and we believe in the power of media and communication for good. We work in more than 30 countries around the world, supporting independent media which is essential to democracy and development. We follow the editorial standards and values of the BBC, but we rely on funding from donors and partners to carry out our work. We have been working in Nepal since 2007 addressing a range of development issues including climate change adaptation, governance, health and humanitarian response.

Reporting to a designated SMT member, the HR and Administration Officer will be responsible for effective delivery of all HR and administrative support for staff based in the Nepal office. The position holder will support the SMT in managing recruitment, HR policies and procedures, training and development, staff management, performance monitoring, compliance with labour law and organisational policies and providing solutions to a wide spectrum of complex HR issues.

Organisation structure: The HR and Administration Officer will report to a designated Senior Management Team member.

Key responsibilities

Human Resources

Support the SMT in the implementation of HR strategies and policies in line with BBC Media Action policies.
Administer and manage recruitment processes, including drafting job descriptions, preparing vacancy announcements, screening applications, arranging interviews, and conducting reference checks in compliance with BBC Media Action policies.
Conduct orientation for newly recruited staff members.
Oversee the collection of timesheets and maintain leave and attendance records of staff members.
Ensure that all personal files and other staff records are maintained with the required documents.
Ensure compliance with HR practices in line with prevailing labour laws and regulations and reflect these in the staff handbook.
Administer staff medical and accidental insurance and coordinate with the insurance provider.

Administration

Manage and administer consultancy and service contracts, including Terms of Reference (TORs).
Oversee procurement of consultancy services, including management of the consultant database and roster.
Provide support to staff for travel-related tasks, including visa application procedures, preparation of invitation letters, coordination and submission of required documentation, and facilitation of travel arrangements (including ticket issuance).
Support project line managers in organising workshops and training events as required.
Line management of at support staff.
Support the SMT in coordinating with line agencies and organisations.
Carry out other tasks assigned by the line manager.

Essential criteria

University degree in related subject from a recognized university.
Minimum 3 years of relevant experience.
Excellent written and spoken skill in English and Nepali is essential for this position.
Must have sound knowledge on computer (MS Word, Excel and Power Point) with very good typing speed.
Ability to work under pressure to provide full operational support to the Country Director.
Very good interpersonal and liaison skills with positive and professional attitude.
Ability to deal maturely and tactfully with confidential material.
Ability to multi-task and manage time effectively.

Desirable skills and experience

Experience of working in a similar capacity with other I/NGOs and/or the private sector.
Knowledge of the national labour law including the social legislation of Nepal.
Previous experience of having liaised with relevant government line agencies.
