GIZ is supporting the Ministry of Health and Population (MoHP) to implement the Nepal health sector strategic plan through S2HSS II. The overall goal of S2HSS II is to strengthen the capacities of the institutions responsible for social health protection and healthcare provision of the population.

S2HSS II covers three major areas of work in Nepal:

  1. The institutional capacities to guarantee the financial sustainability of the national health insurance scheme run by HIB are enhanced.
  2. Municipal evidence-based health sector management has been improved with the collaboration of representatives of vulnerable women and marginalized groups.
  3. The institutional capacities of state actors to network digital information systems within the health service have been enhanced.

Position: Health Advisor- Evidence -Based Health Management, GESI and SAHS
Duty Station: Bhalubang, Lumbini

Responsibilities

The position holder will support the effective implementation of Output 2 on Health System Governance and Management. The aim of this assignment is to advise and facilitate provincial health directorate, ministry of social development, partner municipalities andrelevant stakeholders at sub-national level, Lumbini province on their capacity development  needs in the areas of health system strengthening focusing strategic objective:1 of NHS-S_2023 – 2030 and GESI Strategy for Health 2023.

The position holder is responsible for:

  • Support the designing and planning and then coordinate and manage the implementation of project related activities at sub-national level in thematic area “Health System Governance and Management (HSGM)” focusing on strategic objective:1 of NHS-SP 2023 -2030.
  • Provide technical advice to partner municipalities on basic health service Implementation, evidence-based planning and budgeting and social accountability in health sector
  • Provide technical advice to partner municipalities on gender responsive planning and budgeting in health sector
  • Liaison with relevant divisions and departments of provincial ministries and health development partners related to BHS implementation, SAHS, Gender Responsive Policy Planning and Monitoring
  • Contribute in knowledge management and represent S2HSS in relevant partnership forums and networks

Required qualification and experience:

  • Master’s degree or advance degree in Public Health, Health Science, or similar relevant course from a recognized university
  • At least 7 years professional experience in a comparable position at sub national level in a position or similar positions having working experience with government officials at sub-national level
  • Good knowledge on Evidence-based planning, Social Accountability networking, gender responsive budgeting, Tools, and GESI approach and In-depth understanding of local governance and federalism in Nepal
  • Demonstrated previous experience of Local governance working with GoN authorities at national and sub-national level
  • Demonstrated expertise in managing diverse stakeholders and promoting
  • consensus
  • Experience working with international development partners and NGOs
  • Good working knowledge of ITC technologies and computer applications (e.g. MS Office)
  • Fluent written and oral knowledge of the English and Nepali language
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

The salary and social benefits will correspond to the GIZ rule applicable to national staff. Especially women and candidates from minority groups preferably belongs to Sudur Pashchim or Lumbini Province from minority groups are highly encouraged to apply.
