Position: Health Advisor (Cross-Sector coordination, Env. Health and Social Health Determinants) – Health System Governance and Management/ OP 2 of S2HSS-II reporting to the component leader for decentralized governance in the health sector in S2HSS-II
Duty Station: Dhangadhi (with frequent visit to partner municipalities in Sudur Pashchim)

Responsibilities

The position holder will support the effective implementation of Output 2 on Health System Governance and Management. The aim of this assignment is to advise and facilitate provincial health directorate, ministry of social development, partner municipaities and relevant stakeholders at sub-national level, Sudur Pashchim on their capacity development needs in the areas of health system strengthening focusing strategic objective:1 of NHS-S_2023 – 2030 and GESI Strategy for Health 2023 focusing environmental health, social determinants of health and climate resilient health system.

The position holder is responsible for:

• Support the designing and planning and then coordinate and manage the implementation of project related activities at sub-national level in thematic area “Health System Governance and Management (HSGM)” focusing on strategic objective:2 of NHS-SP 2023 -2030.
• Provide technical advice to provincial ministries and partner municipalities focusing on cross-sectoral coordination, Environmental Health, Healthcare Waste Management and social health determinants.
• Liaison with relevant divisions and departments of Provincial MoH and municipal health units related to Policy Planning and Monitoring of health determinants, Environmental Health and climate resilient health system, Gender Transformative Actions.
• Contribute to knowledge management and represent S2HSS and GESI in relevant partnership forums and networks

Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description

Qualification

• Master’s degree or advance degree in Public Health, Health Science, or similar relevant course from a recognized university
• At least 7 years professional experience in a comparable position working at sub-national level in a position as technical advisor or similar working with government officials and very good knowledge of integrated approaches and cross-sectoral coordination in health sector, social determinants in health and climate resilient health system strengthening in context of Nepal.
• Demonstrated previous experience of Local governance working with GoN authorities at sub-national level in field of environmental health, integrated HCWM, WASH in HCF, cross project cooperation.
• Demonstrated expertise in managing diverse stakeholders and promoting consensus
• Experience working with international development partners and local I/NGOs/CBOs.
• Good working knowledge of ITC technologies and computer applications (e.g. MS Office)
• Fluent written and oral knowledge of the English and Nepali language
• Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
