REEEP-GREEN is a technical cooperation project agreed between the Government of Nepal (GoN) and the Federal Republic of Germany. With support of GIZ on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ) and co-financed by the European Union, REEEP-GREEN is executed by the Ministry of Energy, Water Resources and Irrigation and sets out to improve the preconditions for planning and implementation of measures for the promotion of renewable energies and the efficient use of energy in Nepal. The main objective of REEEP-GREEN is to create the regulatory, institutional, and private-sector conditions for disseminating renewable energy and improving energy efficiency in Nepal. REEEP-GREEN uses a multi-level approach consisting of five output areas: Output 1: Policy- Institutional and Regulatory Framework for Renewable Energy (RE) and Energy Efficiency (EE) at National Level; Output 2: Institutional Frameworks for RE and EE at Subnational Levels; Output 3: Sustainable Market Development for RE; Output 4: Dissemination of Results in the field of RE and EE; and Output 5: Energy Efficiency in Industries and Enterprises.

Position: Head of Procurement and Contracting at the GIZ Office
Duty Station: Kathmandu 

GIZ invites applications from suitable and qualified professionals for the GIZ Office Kathmandu. GIZ Office ensures consistent overall representation of the company and its successful positioning as a service provider for sustainable development. The Office coordinates and liaises closely with the German Embassy, and the Partner Institutions both from Government and civil society as well as with the private sector. It provides human resources management as well as financial and commercial support services for the Programmes and carries out regular audits to all Programmes ensuring the adequate application of the funds entrusted to GIZ.

Responsibilities:

  • Responsible for the oversight of all types of local contracts and local and international procurements
  • Efficient execution of customer-oriented services in the contract and procurement unit in the Country Office according to the rules and regulations of the GIZ 
  • Implementation and dissemination of new GIZ policies, rules and regulations, etc. concerning procurement of services and goods, financial contributions (grants) to partners while ensuring compliance with local laws
  • Participates in internal audits of projects and coordinates the internal audit team members of his/her unit in order to ensure a timely audits together with the finance team of GIZ Office
  • Manage staff in accordance with management principles and guidelines to promote a corporate identity, enable employees to carry out tasks independently and create scope for creativity and innovation
  • Assist staff members in performing their duties and support the team issues related to the thematic job area
  • Formulate solutions for complex issues and fundamental issues relating to the section
  • Develop themes and instruments in working area and incorporates these into the overall context
  • Design group and working procedures in line with objectives, requirements and the client’s needs
  • Ensure internal and external networking between different groups and thinks and acts outside the boundaries of the immediate team

Required qualification and experience:

  • MSc/MBA/Master’s degree in law, economics, sociology, or similar area
  • At least 5 years’ professional experience in a comparable position with management experience
  • 5 years of experience in leading and supervising staff
  • Finely tuned organisational skills and ability to work on one’s own initiative at the conceptional level
  • Ability to work independently, with solution and service-oriented attitude, under pressure and meeting of deadlines and performance standards
  • Excellent leadership and interpersonal skills and a good Team player
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Excellent communication skills in both English and Nepali (both written and verbal). Knowledge of German language would be an advantage
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
