Nepal Clearing House Ltd (NCHL) is a Payment System Operator licensed by Nepal Rastra Bank and promoted by NRB and almost all the banks & financial institutions to establish and operate national payment systems in Nepal. It is currently operating Electronic Cheque Clearing (NCHL-ECC), Interbank Payment System (NCHL-IPS), Retail Payment Switch (RPS) and National Payment Switch (NPS) with processing of over 85% of retail transactions in terms of value within Nepal. Additional channel platforms that NCHL is providing includes connectIPS, National Payments Interface (NPI), CORPORATEPAY, connectRTGS and NEPALPAYQR. NCHL is expanding its team to drive its existing systems, businesses and operations including National Payment Switch (NPS), cross border payments and new innovative products & services. Job Description

The Head of Engineering is responsible for leading the software development team, managing all aspects of the Software Development Lifecycle (SDLC)—planning, designing, developing, testing, implementing, and deploying solutions. This role requires strategic leadership in emerging technologies to ensure that engineering processes remain innovative and scalable. The candidate will also drive best practices in DevOps, CI/CD, microservices, and security-first design to optimize fintech product delivery.

Job Specification:

  • University degree in Engineering, Computer Science, Information Systems, or a related field.
  • At least 10+ years of experience in software engineering, system architecture, and fintech product development, with a minimum of 3 years in a leadership role.
  • Strong proficiency in Java for backend development; knowledge of C, C++, C#, Python, and Go is an added advantage.
  • Expertise in Relational Databases (SQL, PostgreSQL, MySQL, Oracle) and NoSQL databases (MongoDB, Cassandra, Redis), with knowledge of ORM technologies (JPA2, Hibernate) on Windows and Unix/Linux-based platforms.
  • In-depth knowledge of Web Services (REST, SOAP), API Management, OAuth, JWT and API Gateway solutions.
  • Expertise in financial messaging protocols (ISO 8583, ISO 20022, SWIFT).
  • Experience in AI/ML-based solutions for predictive analytics, fraud detection, and customer experience enhancement. Knowledge of Blockchain frameworks (Hyperledger, Ethereum, Corda, Solidity-based smart contracts) and their fintech applications is an added advantage.
  • Strong understanding of cloud-native development (AWS, Azure, GCP), microservices, containerization (Docker, Kubernetes), serverless architectures and ability to guide teams.
  • Experience in front-end frameworks (React.js, Angular, Vue.js) and mobile app development (Flutter, Swift, Kotlin).
  • Hands-on experience with message queues (Kafka, RabbitMQ), event-driven architecture, and asynchronous processing.
  • Deep understanding of DevOps, CI/CD best practices, security protocols, and compliance frameworks (PCI DSS, GDPR, PSD2, ISO 27001).
  • Proven experience in Agile methodologies (any of Scrum, Kanban) and project management tools (any of JIRA, Confluence, Azure DevOps). Promote DevOps & CI/CD best practices, ensuring rapid and secure product deployment.
  • Define and enforce secure coding standards, ensuring compliance with fintech security protocols, data protection laws, and cybersecurity best practices.
  • Ability to effectively prioritize and execute tasks in high-pressure environments while fostering a collaborative engineering culture.
  • Lead and oversee the end-to-end software development lifecycle, ensuring efficient and scalable architectures, and own the entire codebase repository.
  • Strong leadership skills to guide and manage cross-functional teams across multiple projects.
  • Ability to drive and adopt a culture of innovation, automation and security first approach.
  • Collaborate with product/ project managers and stakeholders to align technical execution with business strategy and enhance digital banking and payment ecosystems.
  • Provide technical mentorship to engineering teams, fostering a culture of continuous learning, agile development, and automation.
  • Engage in regulatory compliance and risk mitigation, ensuring adherence to global fintech regulations and financial messaging standards.
