Summary
The Local Infrastructure Support Programme (LISP) is designed to enhance the capacity of Nepal’s local and provincial governments to address the needs of rural communities for sustainable, resilient, and inclusive local infrastructure services. Additionally, it seeks to enhance the credibility and transparency of local governance, with a special focus on empowering women. Furthermore, the program is designed to generate environmentally friendly employment opportunities, fostering economic growth at the local level while reinforcing climate resilience.
LISP will assist in the formulation of the Provincial and Local Infrastructure Sector Framework. The objective is to establish consistency and cooperation within the sector by implementing a unified system and a standardized set of procedures for investments and technical capacity assistance.
Job Description
One of the components of LISP is the ‘Capital and resilience funding - including financial aid investment (on budget on treasury)’, as per below:
‘LISP’s capital funding shall be delivered through performance grants that shall incentivize local governments to improve planning, budgeting, delivery, resilience, and maintenance of infrastructure services. This shall be delivered through a mix of direct support (where government capacity is low), and through government systems as ring-fenced financial aid on a reimbursement basis.
To release the capital and resilience funding, the LISP TA shall develop and implement a set of indicators related to local infrastructure delivery and local governance standards (for example infrastructure quality, inclusion, transparency, maintenance etc.) as well as resilience-related results.
During LISP implementation, the team will apply such indicators, monitor the use of funds, and support, as part of the TA, the targeted local authorities throughout the funding application and disbursement process.
ICF is looking for a GRANT MANAGEMENT / PUBLIC FUNDING EXPERT to support the effective and efficient disbursement of capital funding.
