LOCATION: Nepal Country Office, Kathmandu

CONTRACT LENGTH: January to December 2017

ROLE PURPOSE: 
Save the Children is the leading independent organization for children.  We save children’s lives; we fight for their rights; we help them fulfill their potential. We work together, with our partners from civil societies and government, to inspire breakthroughs in the way the world treats children and to achieve immediate and lasting change in their lives. We reached approximately two million populations and invested over 70 million US  dollars in 2016 to reach more children than ever before, through programmes in Health, Nutrition, Education, Protection and Child Rights and Governance, Livelihood, HIV and AIDS,  and Humanitarian crises.

S/he will have prime responsibility to ensure functional effective and efficient accounting system and timely provision of reports from SRs and SC/US HO. S/he is also responsible for reviewing/monitoring SRs reports to ensure they have adequate support to meet and maintain compliance requirement. Provides the guidance, support and build the capacity of partner’s organizations to manage fund efficiently and also to comply with donors requirements. S/he will be responsible in Agresso data entry, review, analysis and donor reports. S/he will be expected to harness a working environment which encourages team work, energy and creativity.

 

KEY AREAS OF ACCOUNTABILITY  

Financial Accounting, Reporting, and Control

  • Verify all bills and invoices, including supporting documents, and submit for approval.
  • Daily voucher/ cheque preparation/entry in accounting system-Agresso.
  • Ensure that the financial management systems including books of accounts, accurate coding & structure and other financial records are maintained and updated according to the prescribed standards.
  • Ensure that all expenses reported periodically to the Global Fund are eligible according to the grant agreement.
  • Closely work in Agresso data review, analysis and prepare the PU/DR & EFR and submit to Grants & Finance Manager, MSA Grant, Nepal for final review before the submission to HO/donor.
  • Funds disburse to SRs based on approved budget.
  • Prepare the monthly analysis of Budget vs. Actual (BvA) Variances.
  • Responsible for making accurate payments to suppliers, consultants and other external parties and staff.
  • Fully responsible for maintaining the VAT records of both PR and SRs and take the necessary action of VAT refund from government.
  • Prepare the audit documents, facilitation and coordinates the internal and external audits, LFA visit, OIG visit, SC/US visit, SCI visit of grant and takes action on recommendations.
  • Adhere the organizational policy, procedures, donors’ requirement & local laws.
  • Represent the coordination meeting, donor meeting planning & meeting and national level of meeting as required.
  • Provide support to project team, as required.

Sub-Recipients Management, Monitoring and Capacity Building

  • Prepare and compile the annual budget of SRs, actively involved in the review program and solely responsible for compilation of revised budget and work plan as per the prescribed formats and time frame.
  • Prepare the sub-agreement as per the prescribed template and submit for final signatures.
  • Visit the SRs as per the approved annual plan for monitoring, coaching & capacity development.
  • Contribute in building partner staff and organizational capacities in finance and administration through training and coaching as required. 
  • Lead the pre-award survey/rapid assessment; regularize the pre-award action plan, field visit reports and auditor’s recommendations.
  • Review monthly financial report of SRs including feedback with written communication. 
  • Analyze the monthly Budget v. Actual (BvA) Variances Report and submit to Sr. Grants and Finance Manager & respective Program Coordinator by the end of each month.
  • Ensure the expenditure is in line with approved budgets, categories and SDAs.


QUALIFICATIONS AND EXPERIENCE

  • Master’s s degree in Accounting and/or Finance required (MBA/CA/ACCA preferred).
  • 3 years (2 years for GSI group) budgeting/accounting/finance experience with Global Fund as a donor required (at least 3 years with INGO overseeing multi-million dollar programs). 
  • Knowledge of GFATM financial policies, guidelines and SOPs.
  • Strong budgeting/accounting/finance skills.
  • Computer fluency; Microsoft Word, Excel, PowerPoint and accounting software Agresso is a must.
  • Good English communication skills, both written and verbal.
  • Strong personal organizational skills, including time management, and ability to meet deadlines and work under pressure. 
  • Willingness to work the time necessary to complete critical tasks without being asked.
