TEAM/PROGRAMME: Finance & Operations (Sabal)

LOCATION: Kathmandu

TYPE OF ROLE: National Fixed Term Project

CHILD SAFEGUARDING:The responsibilities of the post may require the post holder to have regular contact with or access to children or young people

ROLE PURPOSE:

The position holder is responsible to oversee the compliance and requirement of implementing grants funded by various sources and quality reporting in time. In addition, s/he will also identify areas where support and improvement is required and ensure follow up mechanism is in the place to meet and maintain the standard and operational efficiency of specific grants. This position holder is responsible for grants management related work and as assigned by supervisor. The position holder requires to make frequent field visits to ensure field based staff and NGOs have adequate support to meet and maintain compliance requirement.

The purpose of this post is to support Acting Finance & Operations, Sr. Grants Coordinator, Finance Monitoring Coordinator Grants for efficient and effective finance and budget management of the program’s overall award portfolio.

KEY AREAS OF ACCOUNTABILITY:

Budget Management:

  • Undertake regular monitoring and coaching visit of Partner organizations, PNGOs spend against budgets, liaising with relevant teams on issues that arise and flagging risks or issues to the Line Manager.
  • Support to senior to prepare different periodical and analytical report for respective Grants (Partner organizations, PNGOs agreements). Perform BvA analysis and share with the component head on a monthly basis for decision making purposes.
  • Review/finalize the partner financial report for Prepare & post the master budget and phased budget in Agresso.
  • Coordinate in obtaining the sub-award codes project codes for new partners organization and upload into FMS

Donor Compliance and Reporting:

  • Make field visits to meet with the project implementing partners and field-based staff to observe and support project activities as required and prepare the compliance review report.
  • Support to ensure the donor audit requirements are met- Support country offices in complying with requirements and standards and respond to support requests.
  • Responsible to monitor and review compliances of all applicable regulations, status and rules of USAID and maintain minimum operating standard in regard to grant management operation.

Systems:

  • Liaise with SCI AMS and Finance Teams to ensure that all information in AMS and Agresso is up to date.

Sub-award Management:

Support any sub-awards to partners managed out of SCI centre team or the district offices and work with appropriate teams to ensure:

  •  Partner vetting has been completed by the SCI legal team (when necessary)
  •  Assessment has been carried out and partners meet all minimum criteria Appropriate plans are in place to induct partners and build capacity to meet all the donor requirements
  •  Participate in appropriate monitoring mechanism for any sub-awards in the Central offices
  •  Ensure of signed agreement/amendment documents and distribute appropriately.
  •  Updates key staff of technical/program and finance on when partner agreements are ending and therefore the need to amend them on a timely manner
  •  Carry out pre-award survey as per requirements and support to internal and external audit and involve on kick off meeting for newly grants and support for grant close out process
  •  Insure the partners have implemented the internal/external audit

Stakeholder engagement:

  • Keep key SCI functions (Finance, Agresso/FMS, AMS, Program Support, Advocacy teams) informed and updated on pertinent issues

Other:

  • Contribute lessons learned to help shape best practice observed in country offices and analysis of tools and systems shortcoming
  • Support the line Manager as required to design and implement appropriate monitoring mechanisms for grants management purpose.
  • Act other relevant work as assigned by line manager.

QUALIFICATIONS AND EXPERIENCE:

Essential

  • Bachelor Degree in Accounting/ Finance or related field.
  • 3 years’ experience in an INGO on grant management and/or Finance & Administration in a complex budget setting, at least 1 year's USAID experience preferred.
  • Experience in financial monitoring, budgetary systems and controls with strong analytical skills
  • Knowledge and experience of financial computer applications, including Agresso/FAMAS accounting packages.
  • Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure
  • Good communication and interpersonal skills and ability to work as part of a team
  • Commitment to and understanding of Save the Children’s aims, values and principles.
  • Willingness to travel to field offices and work in difficult environment as per requirement
  • Ability to work within a multicultural setting
  • Excellent working skill in Excel.

Desirable

  • Experience of working in a busy NGO environment
  • Knowledge of SCI award and financial system, structure and processes
  • Proactive and result-oriented attitude
