Together with the Government of Nepal (GoN), civil society, and the private sector, FHI 360 works collaboratively in the areas of HIV, family planning (FP)/reproductive health (RH), health security and one health, nutrition, COVID-19 response, procurement, and supply chain management, local capacity strengthening, civil society and media strengthening, governance reform, and the environment and climate change.

Governance And Capacity Building Officer

The Governance and Capacity Building Officer is responsible for providing support to Technical Advisor for Governance and Capacity Building for planning, execution, reporting, documentation, and management of program activities. Under the guidance of the supervisor, the Officer is also responsible to support partner organizations, municipalities and other related stakeholders in their capacity strengthening, planning, policy making, and implementation for air quality management in Kathmandu Valley.

Key Responsibilities

  • Work closely with the supervisor to provide necessary support in designing, implementing, and documenting all interventions for evidence-based policy formulation, enforcement and implementation that influences air quality in close coordination with implementing partners, USAID Clean Air and FHI 360 Nepal office team.
  • Support supervisor in preparation of annual and quarterly implementation plan and budget as well as prepare a detailed implementation plan.
  • Provide support in enhancing the engagement of the Government in air quality management issues and advancing policy, institutional reforms and enforcement at municipal, provincial, and federal levels.
  • Provide support in maintaining strong coordination with government officials at national and subnational levels, Civil Society Organizations networks, media organizations and the private sector to promote collaborative governance for air quality management.
  • Provide support by working closely with municipal government and other stakeholders to develop municipal-level quality management action plan, incorporating air quality issues other plans, policies and implementation frameworks.
  • Facilitate initiatives to strengthen their capacity to understand and apply local innovation generating evidence for improved policymaking, implementation and enforcement.
  • Develop and maintain strong working relations with key municipal, provincial, and federal government representatives, civil society organizations, media, and implementation partners.
  • Support to design and deliver training, workshops, meetings, and other actions required.
  • Prepare weekly updates, event reports and meeting minutes as required.
  • Work closely with the USAID Clean Air Program Officer to provide necessary details for initiating admin related requests including procurement requests for events, goods and services, settling expenses related to activities.

Requirements

  • Bachelor’s degree in social science, rural development, political science or a related field with three to five years of work experience in capacity strengthening of government, especially local government in formulating inclusive plans and budgets, establishing coordination and collaboration with different stakeholders and delivering local services more effectively or master's degree with one to three years of experience in the above-mentioned field.
  • Knowledge of government structure, local government acts, policies and procedures, and local level planning processes.
  • Experience in managing diverse stakeholders.
  • Proactive in managing multiple tasks, managing, and working in the virtual work environment, and flexible and open to managing time for working with different teams in different time zones as needed.
  • Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills.
  • Excellent oral and written English and Nepali including documentation skills.
