The Leprosy Mission (TLM) is a UK based international non-government organization active in 34 countries; started its work in Nepal from 1957 with establishment of Anandaban Hospital in Lele, the sourthern part of Lalitpur. However, from 2005 TLM Nepal has been working as independent NGO in partnership with TLM international and the Government of Nepal to provide specialist tertiary care and technical support for leprosy control programs. It also undertakes internationally recognized research into leprosy and implements disability inclusive community development programs through its own activities and strategic partnership.

Being one of the largest NGOs in the country working in the field of leprosy, TLM Nepal mainly focuses in working with and for people affected by leprosy. Its development interventions focuses in the areas of health, capacity building, education, sustainable livelihoods, community development, advocacy and research working towards equity and inclusion of people affected by leprosy and disability in the development process.

Job Description

Main countries of focus: Asia, mainly but not exclusively, Nepal, Bangladesh, Myanmar, PNG and Timor Leste.

MAIN PURPOSE OF JOB

TLM International Office global programme advisor facilitates programme, strategy and organisational development coordination with the Members of the TLM Global Fellowship.  The post holder will also facilitate the strengthening of relationships within and beyond TLM Global Fellowship and encourage learning that builds up all of the TLM Global Fellowship.   

The global programme advisor does this by:

  • adopting a facilitative, connecting and encouraging approach to affirming the identity and value of each Member.
  • adapting communication style and approaches to the Members’ capacity and cultural preferences
  • while at the same time championing the Member-agreed values and standards to ensure that the integrity of the TLM Global Fellowship is protected and maintained.

The Global Programme Advisor utilises and promotes a deliberate capacity building approach and supports the organisational capacity development of Global Fellowship Members.  The long-term aim being healthier and more resilient Members.

SCOPE OF JOB 

  • Provide direct programme coordination to Members as required (25%)
  • Facilitate the liaison and communication between Members (10%)
  • Undertake programmes capacity development with Members (10%)
  • Support Member organisational development approaches (10%)
  • Facilitate learning at global and country level (10%)
  • Encourage adherence to Global Fellowship standards (10%)
  • GF and Members’ Strategy development, monitoring and evaluation support (25%)

The Global Programme Advisor is assigned responsibility for supporting a portfolio of TLM implementing Member countries across Asia, mainly but not exclusively, Nepal, Bangladesh, Myanmar, PNG and Timor Leste.  These represent a wide and diverse range of programme size, capacity and historical presence in any particular country. The role of the Global Programme Advisor will be flexible to the needs of the individual country and the type of support offered will recognise the expertise and the scope of work within each member country.

DIMENSIONS & LIMITS OF AUTHORITY

  • Frequent overseas travel, approximately 30 to 50 days a year.
  • Support to programmes worth up to £5 million a year for which the various Members are responsible.

PROVEN ABILITY

  • Significant experience in organisational development approaches and building the capacity of partner organisations and their staff. 
  • Significant experience of supporting international development programmes
  • Good experience of working in or with an international NGO
  • Good Experience of facilitating international and country-level learning events
  • Significant field experience of working in developing countries in the Asia and / or Africa regions (project and strategy implementation and management)
  • Significant experience of supporting the production of strategic planning and its implementation, programmes/projects, funding proposals to institutional and non-institutional donors, reviews, and global policies and procedures.

DUTIES & KEY RESPONSIBILITIES

TLM values are: compassion, justice, integrity, inclusion, and humility following Jesus Christ example. These will guide the Global Programme Advisor in delivering the following duties and responsibilities:

1. Provide direct programme support to Members as required (25%)

  • Provide ‘hands on’ technical advice and input for all stages of the project cycle for specific projects, particularly where there are no supporting country programme staff involved. This will include project design, project submission, project review reports, advice and support in project evaluation, midterm reviews and annual project reviews. 
  • In collaboration with the Global Institutional fundraising coordinator support the Country Leader and his team in developing project that fits with the donors’ criteria 
  • Participate, on request, as a reviewer in ‘in-country’ project approval procedures.
  • Assist with annual country budget planning coordination.
  • Keep up-to-date knowledge of programme management, community development and leprosy project good practice.
  • Assist disaster response coordination when needed.

2. Facilitate the liaison and communication between Members (10%)

  • Facilitate communication between Members and support the better understanding of expectations between the Members with a Christ centred approach in line with our values. This will include regular partner teleconference calls; coordination around funding opportunities and project development and approval processes.
  • When required and best placed to do so, the Global Programme Advisor can provide direct technical support to Members or can connect Members with the appropriate expertise and resources from within or outside the TLM Global Fellowship.

3. Undertake programmes capacity development with Members (10%)

  • In collaboration with the team, organise and facilitate the annual Global Programme Workshop to promote good programme practices and innovative development approaches.  
  • Work with Members to develop potential partnerships and facilitate good communication i.e. local churches, institutional donors, other international NGOs.
  • Facilitate and coordinate webinars to share learning and good practices on relevant topics.

4. Support Member organisational development approaches (10%)

  • When needed support the Members to plan and facilitate organisational development processes.
  • Support Members to develop plans that address organisational development capacity building needs, and to report on progress.
  • Maintain an overview of TLM Members countries organisational development gaps and needs.

5. Facilitate learning at global and country level (10%)

  • Facilitate country-level learning and the sharing of good practices in order to encourage Members to meet the Global Fellowship agreed strategy with special reference to the Project Cycle Management (PCM) approach, country strategy implementation and management, and TLM organisational development approach.  
  • Encourage the participation in Fellowship networks, and ‘communities of practice’.
  • When requested by the Country Leader facilitate ‘Annual Country Learning’ events together with project managers; encouraging a learning approach to the review process at both project and country level.
  • Plan, undertake, report, and share learning on visits to Member Countries in line with agreed Terms of Reference.
  • Research and collate information on areas of interest and opportunity to TLM in sharing relevant project information in order to identify gaps, investigate new methodologies and maintain good practice.

6. Encourage adherence to Global Fellowship standards (10%)

  • Ensure that Members are aware of TLM’s policies, operating guidelines and best practice. Liaise with others in the International office team to ensure that those policies and guidelines are appropriately implemented. 
  • Contribute good practice improvements to the revision of TLM global standards, policies and procedures.
  • Provide ‘surrogate’ country leadership for non-member TLM countries when and if required. This would include fulfilling the strategic, planning, reporting, communication and TLM Global Fellowship accountability responsibilities of a country leader. 
  • Provide inputs to the Global Fellowship accountability and monitoring processes such as Member reviews and annual governance reports.

7. Strategy Support (25%)

  • Support Members in the development, review, and evaluation of the Country Strategy.
  • Support Members to align the country strategy to the Global Fellowship strategy.
  • Support, and be available to advice, the Country Leader in matters relating to programme leadership and management in line with our values.
  • Ensure that Members are aware of changes to internal (new decisions taken, or changes, within the Global Fellowship) and external (international NGOs working in their country; capacity building opportunities; institutional funding opportunities) operating environment (e.g. risk management)
  • Collaborate with the M&E senior officer in GF strategy data collection at Members’ level

General

Undertake any other duties appropriate to the post as may be required.

Safeguarding risk assessment

This role has been assessed as having a ‘medium’ level of safeguarding risk.  This is because the role potentially allows for direct or indirect (digitally or through personal confidential information) contact with children or vulnerable adults.

TLM will put relevant mitigation measures in place in order to lower the level of safeguarding risk.  For example, these will include enhanced recruitment procedures, support from staff with safeguarding expertise, and annual assessment of role-related safeguarding risks.  It is expected that the post holder will collaborate so that these measures can be put in place.

This role will involve representing the Mission’s purpose and ethos for the Members in global meetings and individually creating the space to reinforce the spiritual identity of the organisation. The post holder is responsible for implementing the International Office strategy which includes providing leadership to maintain and develop the Christian Identity and spirit of the Global Fellowship by regularly praying for the members, contribute to devotional messages and create the space in global workshops for spiritual reinforcement. The post holder must be willing to engage with, support and contribute to the Christian ethos and values of the organisation. It is also necessary that the post holder is able to work in an interdenominational environment.
