Finance Manager

Nyaya Health Nepal (NHN) has been working to improve healthcare for underserved communities in partnership with the Ministry of Health and Population (MoHP) and municipal governments of Nepal since 2008. The aim of NHN is to build integrated care delivery systems, design and implement these interventions to scale a new model for healthcare in the country. 

At present, NHN works in two municipalities and four rural municipalities of Achham District, of Far-western Province. NHN operates Bayalpata Hospital at Sanfebagar Municipality, a Municipal Primary Health Center (PHC) at Chaurpati rural municipality and a Community Health Workers (CHWs) network in other rural municipalities to improve access to healthcare. The CHWs networks are integrated with hospital-based care via NHN’s own Electronic Health Record (EHR) network. ​

Nyaya Health Nepal community health care model aims to improve the public health by providing rural communities with effective health care services in their own home. This model has helped minimize the health risk of women, children, infectious and chronic disease patients. Community Health Workers (CHWs) are an essential part of NHN Community Health Program model. They provide community-based services through home visits and NHN community health care program is being scaled up on a district level. ​

NHN mainly focus on three components of municipal integrated health care model, identifying the need of local communities: 

  • Hospital based health care service 
  • Community based health care service 
  • Digital health care service 

 NHN’s work has been recognized globally, and most recently it received USAID’s HRH2030 Global Resilience Award for 2020 for its exemplary work in enhancing the effectiveness of rural health workers. ​

In the past year, despite collateral damage from the COVID-19 pandemic, NHN provided care to 151,943 patients who visited our hospitals. A further 128,730 people were served through our Community Health Workers.

We are looking for a Finance Manager who will oversee and supervise the financial operations of the organization.  Strong preference will be given to those who can prove they can operate in fast- growth environments with limited resources.

Must-Have Qualities:

Superior Systems-Building Skills: The Finance Manager is charged with using smart systems (i.e. Asana, RigoHR, Office-360, FAMAS etc.), and so must be savvy in their ability both to use smart systems and train others effectively.

Excellent Time & Project Management Abilities: The Finance Manager will face numerous time demands and will operate with considerable independence.

Courage: The Finance Manager is responsible first and foremost for putting our patients first, and second, for putting the team as a whole above the self or any single individual. Difficult decisions will inevitably arise; the Finance Manager must have the courage to do what’s best for our patients and best for the organization in every case.

Communications Savvy: The Finance Manager must be great at communicating in both Nepali and English and excel in both in-person and digital communications

Qualification and Skills:

  • Master’s degree in management, Finance, Accounts, or relevant discipline
  • Minimum 5 years of work experience in financial planning, transaction processing and reporting role with strong financial supervisory responsibilities.
  • Sound knowledge of computer applications in Microsoft Word, Excel and PowerPoint. And financial software. Experience with FAMAS & Odoo will be an added advantage.
  • Ability to manage & coordinate teams.
  • Excellent verbal and written communication skills in both English and Nepali language.
  • Ability to work under pressure and flexible duty hours.
  • Sound knowledge about NGO and statutory provision of Nepal.
  • Candidates with the ability to join immediately are preferred.

Area of Responsibilities (AoRs)

The Finance Manager will work closely with organization leadership and be primarily responsible for the following work:

Financial Planning & Management:

  • Financial Work-plan: Support and coordinate to prepare financial work-plan for the upcoming periods/fiscal year.
  • Annual Budgeting: design budgeting system, template, plan and engage team members to prepare draft budget.
  • Fund flow planning and management.

Financial Transaction Processing:

  • Lead and guide to process all financial transactions properly and in a timely manner.
  • Manage and process receivables & payables.
  • Manage taxation and tax payment in adherence to country tax law.
  • Ensure the transactions are in accordance with budget and financial planning.
  • Ensure the process is in compliance with internal and generally accepted financial policies.
  • Maintain bookkeeping with proper documentation and filing.
  • Payroll management
  • Insurance claim management

Financial Reporting:

  • Prepare timely accurate financial reports as per the requirement.
  • Preparation of periodic budget vs execution report and hold discussion with team lead in order to update and accelerate the performance.
  • Participate and support for mid-year budget reconciliation with budget and execution report for the period.
  • Provide financial analysis and advice for decision making.
  • Periodic review and preparation of bank reconciliation and party account reconciliation statements
  • Prepare draft financial statements for audit.

HIMC & HOC meeting management:

  • Organize monthly HIMC (Hospital Internal Management Committee) meeting and coordinate with other department internal issues and agendas.
  • Present financial updates, periodic budget execution report and other related financial reports
  • Prepare detailed financial report and commentary for HOC (Hospital Operating Committee) meetings in advance.

Others:

  • Budget effectiveness analysis, budget impact analysis, financial metrics, health financing designs etc.
