Finance & Contracts Manager to support an innovative digital initiative in Nepal 

Howard Delafield International, LLP (HDI) is a behavioural insights consultancy, working around the globe driving innovation to positively impact lives. We have built a direct-to-consumer (DTC) digital platform for mobile games using discovery and play to empower young people to become active decision-makers in their own lives.

We are looking for a highly experienced Finance and Contracts Manager to support our team in the adaptation and expansion of the Game of Choice, Not Chance™ (GOC) in Nepal. We are part of a USAID award for an Adolescent Reproductive Health (ARH) project led by CARE in collaboration with National Health Education, Information and Communication Center (NHEICC). HDI will create a youth-centric portal with multiple channels to reach adolescents to address agency and self-efficacy for adoption of healthy behaviours and to facilitate adolescents’ reproductive empowerment. 

We are looking for an organised and responsible Finance and Contracts Manager, experienced in working with USAID-funded projects, that pays acute attention to detail, and has strong quantitative skills. The ideal candidate has the ability to manage multiple duties, including across multiple time zones. We require a highly adaptive and analytical individual with critical understanding of confidentiality, strong negotiation, decision making and financial skills. 

Responsibilities:

Communications and Relationships:

  • Maintains regular communication with project team lead, project staff, partners, as well as maintaining close collaboration with HDI’s Corporate Finance and Operations Director.
  • Maintains cordial relations with prime implementing partner financial and contracts counterparts.

Financial Management:

  • Reports to Nepal Team Lead and works in close collaboration with co-project directors and other team members to prepare an annual budget.
  • Manages and maintains all project financial accounts.
  • Prepares and submits financial reports to prime partner and HDI Corporate Finance as required.
  • Oversees the financial management of partner and vendor agreements, maintains regular communication with the relevant activity manager and respective partners/vendors on deliverable submissions/approvals and reporting.
  • Tracks consultant/employee billings and expenditures, reviews timesheet submissions, processes payments and payroll taxes accordingly.
  • Process Travel Expense Reports and reimbursements.

Contract Management:

  • Prepares consulting and/or employee agreements for Nepal-based staff.
  • Drafts subawards, sub-contracts purchase orders, and other agreements to engage partners/vendors in collaboration with the technical staff and sub-recipient.
  • Works in collaboration with technical staff and sub-recipient to develop agreement scopes of work, workplans and budgets.
  • Negotiates final scope of work, budgets, and deliverables with partners/vendors.
  • Creates supporting memos and documentation, processes approvals, and maintains records for audit purposes.
  • Oversees agreement management and performance in collaboration with technical staff and approves and processes deliverable payments. Ensures that agreements are amended, extended, or closed as per project activity needs and budgetary resources.
  • Tracks all associated communications between HDI and various donors, partners, and sub-recipients.
  • Creates and maintains relationships with sub-recipients/donors and serves as the singular point of contact for matters concerning procurement.
  • Maintains records for correspondence and documentation in relation to established contracts and those in progress.
  • Problem-solves procurement-related issues that may arise with other parties.

Financial Management Systems:

  • Develops systems for financial and contract tracking, management, and reporting in accordance with HDI’s established financial systems.
  • Develops systems for HR/timesheet tracking, reporting, and payment.

Desired Experience: 

  • Education: Minimum BA or BS in economics, finance, accounting, economics, or related field. 
  • 5 - 10 years financial management and procurement (subawards and sub-contracts) experience with previous USAID projects.
  • Clear understanding of USAID Acquisition and Assistance compliance regulations to ensure that project funds are appropriately accounted for, reported, and tracked. Skills in budget forecasting and analysis are highly desired.
  • Familiarity with preparation of workplans and implementation plans for USAID projects, including budgeting and resource management. 
  • Quarterly financial analysis, including accruals and pipeline management, accurate reporting of accounting data, and updating and timely submission of financial reports, budget reports, and data analysis.

Job Type: Contract employee position (12-15 days/month and can be negotiated). 

  • This is a contractual assignment, beginning with a one-year commitment, with approximately 14-16 days consultancy/month with the potential to expand up to 5 years. 

Salary: Negotiated based on salary history. 

Languages: Excellent English and Nepali writing and speaking skills.
