General Summary/Purpose:

At the Johns Hopkins Center for Communication Programs (CCP), we believe in the power of communication to save lives, by empowering people to adopt healthy behaviors for themselves, their families and their communities.

CCP is seeking a Finance and Operations Director (FOD) for an anticipated USAID-funded Adolescent Reproductive Health /Family Planning (RH/FP) project which will focus on strengthening the government, non-government, private sector, and community systems to meet the needs of youth and adolescents. The position will operate under the leadership of the Chief of Party and will be responsible for all CCP’s financial, administrative, and human resources management, monitoring and reporting in Nepal. The FOD will be responsible for the timely completion of accounting, administrative and financial monitoring and reporting requirements, ensure project is in compliance with all USAID and CCP policies and regulations as well as local laws, and oversee other general operations for CCP Nepal country office.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Take the initiative to work closely with COP, DCOP, and HQ to ensure all financial and administrative systems and processes are in place for the smooth functioning of the project
Ensure field office/staff are oriented to the systems and processes and that they adhere to all Sponsor contractual and financial requirements, quarterly and annual reports.
Monitor/track field activity expenditures to be included in monthly Baltimore reporting; and quarterly sponsor reports before submitting to the Chief of Party (COP) of the project.
Review financial reports of all subcontractors before submitting to the COP
Manage payroll and tax remittance for all local staff supporting project in Nepal.
Ensure HR Policy and procedures adhere to Nepal labor laws and CCP Policy.
Ensure that all procurement adheres to the Sponsor and JHU procurement policy, to include a minimum of a 3-bid selection process.
Collect invoices for payment; process payment for COP signature; record payments in JHU field accounting system, currently QuickBooks.
Maintain accurate and timely account information via QuickBooks; reconcile books on monthly basis; submit all to Baltimore for audit and replenishment at the close of each month.
Develop and monitor annual project work plan budgets.
Ensure all staff personnel records are properly maintained and regularly updated.
Lead and supervise the project finance and operations team in Nepal.
Coordinate with other Fin/Admin staff in Kathmandu including subcontractors and in the field offices on best practices and Quality Assurance and Quality Control to ensure that all are complying with in-country and JHU financial and administrative protocols.
Supervise the reconciling of per diem and travel for CCP staff and consultants on various projects.
Ensure the purchasing of materials, computers, supplies and office equipment are conducted in accordance with CCP policies and procedures.
Maintain regular communication with Chief of Party and HQ-Baltimore, in addition to local program and administrative staff to ensure that the CCP field office is complying with in-country and JHU financial protocols.
Work with program team to develop TORs, finalize consultant and vendor contracts, and oversee the tracking of invoices and payments.

Desired Qualifications and Attributes

Demonstrated knowledge of advanced accounting, finance, and operations procedures.
Master’s degree in Finance, Accounting or Administration; and 10 years of experience with demonstrated progressive responsibility, with a minimum of five years managing programs of at least $15-20 million.
Experience with university grant/cooperative agreement programs, knowledge of international health programs, and experience with USAID procurements preferred.
Proficiency in QuickBooks strongly preferred. Knowledge of MS Excel is essential
Demonstrated experience in the management of human resources (HR) for various project operations.
Ability to work closely with teams in multiple locations (Nepal CCP field office and HQ Baltimore) and partners (donors, sub-grantees, USAID and other donors).
Willingness to travel to project sites as required.

Language Skills: Excellent oral and written communication skills, able to communicate and conduct meetings and presentations in both English and Nepali.

Preferred:

Nepali citizen preferred
