Project Description

Deloitte Consulting is the implementing partner for the USAID Trade and Competitiveness Activity, a five-year project to increase Nepali private sector participation in targeted global value chains by making them competitive, resilient, and sustainable. The Activity will chart a new growth path for private companies by supporting them to capitalize on global opportunities – targeting quality and high-value exports (of products and services). It aims to foster sustainable growth, in selected value chains, by incentivizing actors (both private and public) through investments, innovations, employment, and business enabling the environment to expand its integration into the global market. The Activity will work to achieve the goal by working on the following objectives:

  • To increase access to market-based financial and non-financial services; 
  • To increase productivity in sectors with high growth and employment potential; and 
  • To improve the investment climate and business enabling environment, for targeted sectors.

Deloitte is seeking qualified candidates to fill the role of Finance and Grants Officer to be based in Kathmandu, Nepal. This is a five-year program; however, the position is currently for one year with opportunity of renewal.   

Position Description

The Finance and Grants Officer will support the Finance and Grants project units to manage adherence to standards established by Deloitte and USAID. S/he will carry out our day-to-day tasks related to finance and grants under direct supervision of the Finance and Operations Manager (FOM) and Grants Manager (GM) so that both units meet their needs and requirements. Under finance, s/he will be responsible for verifying local subcontractor vendor information, invoices, financial backups, and for maintaining subcontractor financial relationships. Under grants, s/he will be responsible for drafting and posting solicitations, compiling applications, facilitating reviews, drafting grant agreements, and managing documentation throughout the grants cycle. The position reports directly to the Operation and Finance Manager (FOM) with a dotted line to Grants Manager (GM). 

This is a full-time position (40 hours per week). 

Position Responsibilities

Finance Management: 

  • Support with the management and monitoring of all local financial transactions in adherence with standard established field financial management processes and procedures, and chart of accounts
  • Assist in ensuring that all financial records and backup documentation are saved daily/monthly on the server and ensure they are readily available for audits and monthly financial reporting 
  • Responsible for verifying financial backups as well as other documents from vendors and subcontractors prior to payment and financial reporting
  • Maintain vendor and subcontractor financial relationships and monitor financial status and management of local agreements
  • Responsible for tracking recurring vendor and subcontractor payments with all supporting documents, including bank and tax information
  • Assist in the entire life cycle of VAT management and reimbursement for the project including client coordination
  • Manage project compliance with regard to Tax Deducted at Source (TDS) implementation and filing requirements, including timely filing with local government 
  • Manage all field-based travel expenses and reporting (advances, reimbursements, requests) and advise on compliance with federal travel rules and regulations 
  • Share challenges, best practices and lessons learned with project leadership and global network of colleagues
  • Carry out any other related responsibilities assigned by the FOM and DFAC. 

Grants: 

  • Support to ensure that grants are processed in timely manner in adherence with Deloitte and USAID regulations and requirements in coordination with the GM
  • Responsible for drafting grant agreement and preparing all required documentation
  • Responsible for reviewing financial books of account of the grantee organization to ensure compliance and completion
  • Support with the verification of financial backups and other supporting documentation
  • Responsible for maintaining proper documentation both hard copies and electronic for all grant awards per contract and USAID requirements
  • Assist in maintaining and updating the grants tracker with information related to finances, procurement (incl. in-kind grants), periods of performance, etc.
  • Carry out any other related responsibilities assigned by the GM, DFAC and COP.

Qualifications

  • Bachelor’s Degree in related discipline required
  • Minimum 2 years’ work experience required in similar roles
  • Knowledge of US government travel regulations 
  • Experience working in finance and grants within the donor-contractor industry; USAID or US Government, and GoN regulations, experience is strongly preferred
  • Fluent in written and spoken Nepali and English
  • Team player, willing to take direction from project management and work with others
  • Strong organizational and interpersonal skills
  • Sound computer skills including knowledge of Microsoft Office® applications, particularly Word and Excel; Experience with MS PowerPoint, Access or Project a plus.
  • Strong writing and financial skills
  • Professional integrity and discretion in the handling of confidential information and data
  • Experience with project start-up and closeout strongly preferred
  • Open to travel to provinces outside Kathmandu for multiple days
